GRA GRAHAM « "Canadian Press Correspondent Wellington, N.Z.--(CP)--A bill to transfer ownership of all coal de- posits in New Zealand to the state, which has been introduced into Parliament, is likely to be the only major step toward Socialism by New Zealand's Labor government in the present session, Even this measure represents a . much less drastic change that it would be in many countries. For years the government has been gradually buying up privately-owned: coal mines and now owns and oper- ates a considerable proportion of them especially in South Island. Also, the bill does not transfer the plant and assets of 'mining com- panies to the state, but merely the coal deposits. Mining companies could still oper- ata by paying royalties to the state on coal extracted and it is expected that many of the smaller concerns will be allowed to continue under private ownership. However, most of the larger mines have already offered to accept ownership by the state, which has been seeking to come ta terms satisfactory to share. holders for some time, and it is likely that the majority will soon be state-owned. The basis of compensation for coal deposits as provided in the bill is generally considered to be fair and the measure has aroused little comment as it represents only the fulllment of a long-standing under- taking by the government to the Labor party. ' The lack of measures toward Socialism is nevertheless causing growing comment. ' New Zealand's Labor government has been in pow- er contihuously for nearly 13 years. It found the country much more nationalized than most when it achieved power. Railways and tele- graph services, for instance, were already nationalized, and the state operated life, fire and accident in- surance offices. 13 Years' Record At the end of nearly 13 years the New Zealand Labor government has. not gone so far in some directions as the British Labor government in three. The gas industry is still privately-owned. Some observers consider this lack of activity toward Socialism reflects a feeling that Socialism has lost much of its appeal among a con- siderable proportion of - the: elec- torate. The leader of the opposition, Mr. S. G. Holland, has quoted a long list of enterprises which have lost money, at the expense of the tax- payer, under state control. House- wives complain that many commod- ities which have come under the control of the Internal Marketing Department have become scarcer and dearer. There are constant complaints of red tape in state- controlled undertakings. With a majority in the House of Representatives reduced at succes- sive elections to a precarious four, the government cannot afford to take risks in alienating the electors. There is to be a general election next year and it seems likely that until then the government is likely to concentrate on rounding out its past achievements, such as its re- markable social security structure, and on safeguarding the Dominion's undoubted present prosperity, rather than 'to embark on new experiments in Socialism. Boer War Veteran Learns Jive at 72 Glasgow -- (CP) -- Sgt. Sandy McIntyre, 72, came north from London on leave, scarlet coat bright on his shoulders and his medals jingling. The bobby-soxers in Barrowland Ballroom, including a pretty 17- year-old who taught him jive, say they'll never forget him. Sandy served 25 years with the Cameronians, taking the Boer War in his stride. When he took his discharge he was admitted to the Royal Chelsea Hospital in London, where the pensioned veterans are wards of the King*and the ever- welcome guests of all the city. He came north to spend his 14 days' leave with relatives, but he didn't hang about the house: Out he went about the familiar streets and he thought he'd like to dance. So into the ballroom. There he danced with willing partners, dances new and old. He said he liked jive. Then he went to thc microphone and hushed the crowd with his best-loved song, "My Ain Folk." Sandy as a sergeant has 79 other pensioners under him. He snapped them to attention as a guard of honor when War Minister Shinwell visited them recently. His ambition is to meet Field Marshal Smuts of South Africa, whom he saw during the Boer War when the former prime minister fought the British. "But 1 doubt if he'll remember me," said Sandy, modestly.
