Five clubs cannot possibly be made unless the defense is exceptionally poor. A spade opening should be enough to set three no trump by one trick. Five diamonds, however, can be made quite easily, with an over- trick possible if west opens his deuce of clubs, and leads a heart after taking his diamond ace. After this has been done, south's losing spades can be discarded on three of morth's high clubs after the last trump has been drawn and clubs trumped once. On the other hand, if East sig- nals on the epening lead by playing the Jack of Clubs (an unnecessarily high card), West is instructed to lead the highest side suit, in this case spades. When West collects | his Ace of Diamonds, he returns a spade and East's spade ace is good. The club return can be ruffed in the West hand, and the contract is | set. Declarer has not had a chance to set up the hand before he is de- | feated. During any evening's bridge nar- | ly every partnership has allowed the declarer to fulfill a contract that could and should have been defeated. And similarly you have probably made a hand by poor play on your opponents' part. You are only justified in feeling elated when you know that the opponents have the cards, and that your line of play has made the hand. The usual way of doing this is by throwing the opponents" into the lead in such a way that they must "waste" some potential tricks. One such move is called the "end-play". To use this weapon you must be able to afford to lose one of the tricks remaining in the hand, in order to trap the oppon- ents into a hopeless position. You must have an absolute count of each hand, and the odds on your side. H. A. Urquhart, federal adminis- trator of the Small Loans Act, pre- sented figures to the commission showing that 149,637 small loans to- talling $20,414,226 were made in 1940. By 1947, however, the number of loans had climbed to 456,593 and the amount of money they represented had increased to $78,463,393. The rate of increase was fairly moderate until the end of the war when it began to mount rapidly. Mr. Urquhart said the return on the shareholders equity in the com- panies which report under the act was 9.33 per cent in 1945. It has risen to 11.49 per cent in 1946 and to 17.53 per cent last year. The commission also called Arthur P. Reid of Toronto, general manager of Household Finance Corp. of Can- ada, a small loans firm which he said is wholly owned by a United States parent company. Mr. Reid presented a lengthy brief in which he explained that his firm had reduced its interest rate on small loans from the two per cent per month allowed under the act to one and a half per cent but had then raised it again at the beginning of this year to one and three quarters per cent.
