PHONE 195 By WILLIAM WILSON Canadian Press Staff Writer Ottawa, Dec. 24--(CP)--The leg- islative progral fourth session "bf Canada's 20th Parliament established a $30,000,000 health program, created a new la- bor code, amenied the crimnal code and approved Finance Minister Ab- bott's austerity policies. The health program was the only social legislation of the session. Un- der the new policy the federal gov- ernment committed itself to gov: | $30,000,000 a year helping the prov- inces build up their health pro- grams. The money, to be paid mainly on specific prpjects presented by the province, beban to flow in October and by the end of the year a large number of individual schemes had been approved. It appeared unlikely, however, that the provinces would be able to use the whole amount the first year. The labor sode laid the ground- wor for uniform labor legislation across the country. It applies to in- dustries under federal jurisdiction such as railways, radio and ship- ping, but paves the way for the fed- edal government to assume juris- diction in other fields where the provinces give their authorization. The criminal code amendments tighten the law dealing with sex offenders. Parliament approved a govern- ment bill authorizing the use of import controls to curb expenditure of United States dollars. The div- ision brought one of the closest votes of the session and the govern- ment was upheld 102 to 92.
