Liberals Will Maintain War-Deterring Defence By HAROLD MORRISON LONDON, Ont. (CP) -- Prime Minister St. Laurent, making his second appeal for Ontario's vote on Aug. 10, has called on Canada * to continue her defence build-up, despite the Korean truce. The truce, he told about 3,500 persons - who filled the London arena Monday night, was won by 'the free world's military strength. That kind of strength v-as the July language the enemy appeared to understand. ~~ While the truce, signed Sunday night, may bring some savings in defence costs, such as in ammuni- tion, there can be no substantial reduction in Canada's $2,000,000, 000-a-year defence budget until there is real peace in the world. If the Liberal government is re- turned on Aug. 10, it will maintain Canada's defence 'machine to build . strength to a point where aggres- sors would not dare launch an at- tack, said Mr. St. Laurent as his audience applauded, Security was important to Can- ada. If maintenance of the defence machine helped prevent future wars, then Mr. St. Laurent felt he had done his duty and that the money was '"'well spent." The Progressive Conservatives, he said, have promised to reduce defence spending by more than 10 per cent. This promise, Mr. St. Laurent charged, is "contempt = Parliament" and "thoroughly ir responsible." There had been some "examples of waste" in the defence depart- ment, too many teapots, neckties and forks purchased and thefts of scrap and hiring of horses, but these things would have to be multiplied a great many times be- fore the Progressive Soservatives sould make savings of $250,000,000 a year in defence costs. A reduction in defence expendi- tures is possible for Canada, Mr. St. Laurent said, "If we can get a" real pacification in. the Far East." * "But I ask you whether you think George Drew (Progressive Con- servative leader) or anyone he can select is more likely than Mike (external affairs minister) Pearson to make an important contribution to peace-making in Asia." The Liberals would like nothing better than to reduce defence ex- '| penditures substantially if it could be donc without endangering Can- ada's security. "But everywhere I go," he said, "l keep reminding my audience that Canada is not defending her- self by herself. If we want our partners to do their share to de- fend the free world, we must do our share and keep our partners satisfied we are doing our share." The Progressive Conservatives had charged the Liberal govern- ment with contempt of Parliament, but, said Mr. Laurent, "I suggest quite seriously that this Conserva- tive promise to reduce defence expenditures by more than 10 per |! cent is contempt of Parliament. These defence expenditures were authorized by Parliament as re- cently as last May, and not one Conservative suggested at that time that they should be reduced." Travelling by train, Mr. t. Laurent leaves this western Ontario univer- sity and industrial centre today for Tillsonburg, St. Thomas and St. Mary's.
