These will include as many as 35 educational institutions ranging from nursery schools to colleges for men and women and a poly- technic institute, as many as nine health centres and other medical centres, a public library, a mu- seum and a picture gallery and a school of. arts. LONDON (CP)--The new inter- national wheat agreement goes into effect today with Britain -- the world's largest importer--on the outside looking in. Nobody here professes to know exactly what will happen, but ob- viously the British government hopes that during the three-year life of the agreement private traders will be able to buy wheat at least 'as cheaply outside the pact as within it. Britain declined to sign on the ground that the maximum price, set under the new agreement at $2.05 a bushel, was too high. She Would have signed for five cents a bushel less, though she felt even that an unrealistic price. As seen here, the real contest now opening is between Britain's bargaining power as the largest wheat buyer and the price-support program of the United States, which is contended to have kept | wheat at a falsely' high price at a time of abundant harvests. Some British officials say pri- vately that Canada, one of the big exporters, would have been willing to settle for a maximum agree- ment price as low as $1.90. But | American officials, it is said, re- | fused to go lower than $2.05. A factor in Britain's favor is that the world wheat carry-over at the end of the 1952-53 season totalled 1,304,000,000 bushels, in- | cluding 430,000,000 bushels in Can- | ada. The new wheat agreement comes into force at a time when Britain, through a separate but probably related decision, has already handed the grain trade back to private enterprise. The import of wheat has been open to private traders since May 1, nominally ending 14 years of government buying.
