As Western diplomats here and in other capitals saw the Moscow note, the idea was to capitalize on recent sentiment for unification in an effort to defeat the Adenauer government, which has been friendly with the Western powers. The fact that the 14-page note was released through the Soviet licenced German news agency ADN offered a further indication that the note was written primarily for political purposes. The three Western countries had proposed on July 15--also with an eye on the September elections-- that the Big Four foreign ministers meet in late September to arrange for a German election. The West- ern powers have maintained that this should be arranged by the occupying nations, rather tham by the two German governments. Western officials are confident the Communists would be defeated in free elections. Moscow replied to this Western proposal Aug. 5, but the reply was generally regarded as confusing, and officials of the United States. Britain and France are to meet in Paris this week to consider what reply they should make. Moscow's note proposed an '"'im mediate agreement" between the West and East German Parlia- ments to form a unified govern- mens or, if that was too difficult, a provisional regime with limited functions. Spent Life As Druggist TORONTO (CP)--Albert Wesley Lawrence, 77, a druggist formerly in Collingwood, Sault Ste. Marie and Toronto, died Sunday. Born at Honeywood, Ont., he was educated at Collingwood and re- turned there after being graduated from the University of Toronto. Collingwood for 10 years, he went to Sault Ste. Marie for 12 years and then moved to Toronto. Later he joined Laing Industries Limited, a drug Products agency, and remained with the firm as de- partment manager for 15 years.
