IN RED HANDS The seven vessels became the property of the Canadian govern- ment after the collapse of Nation- alist China. However, they were rushed to Communist-held Canton | in 1951, a move which prevented | Canada from taking possession. The seven ships were built in Canadian shipyards by the Ming Sung company with a $12,750,000 loan from a number of Canadian banks guaarnteed by the Chinese Nationalist and Canadian govern- ments. The company and the Chi- nese government defaulted on prin- cipal and interest payments in 1951 and the Canadian governmet was obliged to carry out its guarantee. ile the Canadian government held the mortgage on the ships, it has rescinded an order-in-council Wich granted the vessels the right ta fly the Canadian flag. However, they still are registered as Cana- dian ships in the hope that at some future date Canada will be able to collect the mortgages or take possession. BACK IN SERVICE The Canton reports say the ships were converted to cargo carriers by the Reds after being idle at Canton for more than a year. The three larger ships, the Fu Men, Yen Men and Yu Men of 3,000 tons each, are carrying strategic goods and military materials be- tween Canton and Peihai, a port on Hainan Island. The four smaller ships, the Shih Men, Chi Men, Lung Men and Chien Men of 1,000 tons | each, are operatig between Can- ton and Kuangchowan, also known as Fort Bayard, o the Kwangtung 750,000 to $10,200,000 as of March 31, 1953. However, this $2,550,000 reduc- tion in the principal does not rep- resent all government payments to the banks. Interest accounted for an additional $490,163. Payments to the banks by the | government in the 1951-52 fiscal year amounted to $1,432,910, in- cluding interest, and to $1.607.252 in 1952-53, a total of $3,040,162. The loan bears interest at the rate of three per cent quarterly and ma- tures in 10 equal annual instal- ments, the first of which fell due June 30, 1951.
