OMEN CHILD GUIDANCE Lack of Discipline at Home Creates Youthful Delinquents By CLEVELAND MYERS In recent years, we have seen a rather constant rise in crime, especially among youth. The up- surge has been greatest in the past few years, when we have also had the greatest prosperity in our history. 3 You may remember the time when many college professors, writers and public speakers sald that poverty was the chief ca of crime. Reduce poverty and reduce crime. NO ECONOMIC RADIO But we are now pretty much disillusioned on this score, and it seems that juvenile delinquency and crime are becoming less less respecters of ic, edu- cational and social levels. There are more and more new accounts of crime by youths from "priv- ileged homes." It's been some while since I have repeated what I have often said- in this column, since its be- ginning about a quarter of a cen- fury ago, that in my judgment, the biggest single contributor to the increase in juvenile delin- quency and crime has been the lessening of children's home re- straints, specially in the earlier TEACHING SELF-CONTROL How can a youth exercise re- spect for the rights of others and regard for constituted authority, law and order, without having learned self-control, keeping him- self from doing what he shouldn't, and making himself do what he knows he and | vided, of course, to learn good self-control without having been controlled effectively in his e years? It may significant that the philosophy of restraints - to - the- winds (politely called permissive- ness today), which has increased especially during the past few de- cades, has been most readily ac- cepted by the intelligentsia. THE EXEMPLARY PARENTS For years, I have strongly be- lieved and said that if above-average education, income and social Testis were to stiffen up their children's home discipline, delinquency and crime would de- cline before many years--pro- these parents also increased in their understand- ing, companionship, love and spir- itual growth. Suppose it became fashionable among leaders of women's clubs, PT.As and church groups to train their children very early in the meaning of No, and a little later, to require these children to do regular jobs about the home. The less privileged parents might emulate these leaders, and many more of our citizens in our respect- ive communities. I have. long believed that the persons who have contributed most to juvenile delinquéncy are those who have been most influential in causing young parents to suppose they should let their little children do about as they please, and should not require these children over five or six years of age to 0 Suytuing they don't feel like ould? The cocoas, on the other hand, are blended with the entire brown family in dresses and suits. For the first time in many sea- sons, black failed to capture the usual big vote as a fall lingerie color. All this does not mean the end of conservative colors in lingerie: Manufacturers believe there will always be a heavy demand for conventional shades by the great majority of women who can't af- ford to invest in a wardrobe of slips. New colors have permeated the lingerie picture so thoroughly, many stores are offering gowns, slips, half slips and panties that can be matched in shade as well as in style. Styles have never been more lavish in the use of nylon lace, flounces and ruffles. Many daytime slips are cut with narrower skirts to conform with the new slender silhouette. Some dress-up designs are tubular sheaths of nylon lace lined with nylon tricot in a con- trasting color and look like short evening dresses.
