What is more the Indian Premier is fully aware that he is competing with the Red leader. "It is a test to see which Gov- ernment pays dividends material as well as cultural." Neh- ru has said, comparing his Gov- ernment with the Communist Gov- ernment in Peking. Nehru has also said that since 1917 wars have helped the spread of Communism. "If we align ourselves with one or the other blocks, we cease to count," (July 7, 1950). And the more the bloc grows, the more Nehru counts. Although it would be vgrossly unfair to assume that what e wants most out of neutralism is leadership what he wants most is peace. Peace, as it exists today, thinks Nehru (speech of May 15, 1954) is based on a stalemate with no side gaining an advantage over anoth- er. Until the spirit of co-operation develops, the stalemate will have | to do instead as the basis of peace; and consequently attempts to up- set the stalemate--to upset the balance of power -- are opposed by Nehru. He voted for United Nations troops to fight the North Korean Communists because they were in- vading South Korea and sett- ing the balance."
