The decision was expected on June 24 but Regional Chairman Gary Herrema recessed the meeting after seven hours of de- bate. Durham Regional Council- lors battled over the need for a new regional administration building in Oshawa. Groups both in support and in opposi- tion to the plan presented argu- ments, including local tax groups and labor representa- tives. An especially controversial is- sue has been centred around the issue of parking. Regional coun- cillors are upset that the region would have to pay more than $3 million for three floors of under- ground parking, with Oshawa paying $1.6 million. Councillors claim they were guaranteed free parking. In a last minute bid to save the proposal, Oshawa Mayor Nancy Diamond offered a new deal in which Oshawa would spend the $1.6 million on a smaller lot. Many pointed to the poor eco- nomic times. Throughout the day council- lors hammered away at the var- jous arguments stating they would not be able to make a de- cision until all the facts are on the table. Newcastle Mayor Diane Hamre told council she would not vote in favor of the proposal until two of her concerns are ad- dressed. Will Durham contrac- tors be used; and can the tax- payers afford it. "I have to go home and face my people and tell them that this is good for them," she told council. Mayor Hamre asked for some quarantee that local contrac- tors would be used. Scugog Mayor Howard Hall says he was unimpressed with the meeting last Wednesday, saying "nothing much was ac- complished." Mayor Hall says the underly- ing concern of the councillors is the question of the financial im- plications of consolidating the departments under one roof. The departments are currently spread out across the region. "People want to know the im- plications," he said. Mayor Hall said a detailed cost analysis over the next 10 to 30 years is needed to determine theimpact of the project. Although numbers have been tossed around, there has been no real price tag set on the pro- ject. It is believed to be in the range of $30 to $40 million. "Tome youcan't arrive at that (the financial implications) un- til you have a cost on the build- ing. Mayor Hall says a decision cannot be made until all the numbers are on the table. He says the price could be dis- cussed today. Mayor Hall doubts the issue will be resolved during today's meeting, however. The debate over the new building has been raging since 1989 when it was first proposed. Plans call for a new regional ad- ministration building to be built at the corner of Mary and Rich- mond Streets in Oshawa.
