The measures included the controversial all-day, every- other-day kindergarten and more gifted student classes to slash transportation costs. It is estimated that approximately $650,000 will be saved in trans- portation costs alone as a result of the alterred kindergarten schedule. "We made some changes to programs which we feel will be equal, if not better than before," Mrs. Drew said. Social Contract legislation also played a part in the budge- tary process by not only reduc- ing the transfer payments, but forcing staff reductions. A total of 57.9 positions were cut due to the Social Contract and Design Centre changes. These cuts will affect the student/teacher ratio, Mrs. Drew said. Despite the changes, Mrs. Drew believes the board has re- sponded to the wishes of the peo- ple by offering a budget that spared programs, while cutting costs. "This is what the taxpayer has been asking the govern- ment to do -- provide services, but make things cheaper. And I think that's what we've done," she said. "I believe people will be happy with the budget. Nobody likes an increase but I think they'll realize because we've been through the consultative pro- cess that we've made some re- sponsible cuts and responsible changes." Chief Gary Edgar denies report which describes new facility as a casino By Scott Anderson Port Perry Star A new facility on Scugog Island is not a casino, despite reports to the contrary, native officials say. An article in Friday's Oshawa Times reported the Missigsaugas of Scugog Island First Nation was on the verge of striking a historic deal with the Ontario government to operate a Monte Carlo-style gambling casino. But Chief Gary Edgar said this is not the case. Although representatives from the first nation, as well as consultants, have been working on details of the plan since 1993, Chief Edgar said negotiations are not expected to be finalized for three to four weeks. "There is still work to do," he said, noting an announce- ment at that time would outline the specifics of the project and its financial backers. But he stressed "it's definitely not a casino, it's a charitable gaming facility." Chief Edgar said revenue from the operation would be turned back into the community, to benefit the community as a whole. He expressed disappointment the Oshawa Times article distorted the project. "From our standpoint, it is unfortunate that an article in a local paper referred to it as a casino," he said. The first nation recently completed the construction of a new community centre and administration office on its site. The charitable gaming facility will be located on-site as well. Although the plans are weeks away from becoming public, it has already sparked controversy locally. Responding to the Oshawa Times' story, long-time Scugog Island resident Joel Aldred vowed in a letter to the editor to fight the plans.
