Gord Lee told Scugog Township councillors meeting Monday afternoon that brick on the building has deteriorated to the point where it would be too costly to restore it. He rec- ommended the facade of the building be covered with stucco, as has been done on the west wall. Crews actually found repairs that have been made during the building's 100 years at Queen and Perry Sts., said Mr. Lee. "The original mortar was shot... they just covered it up and when they covered it up, they covered a lot of the brick work," he said, explaining crews had to water-blast through sev- eral layers of paint to make the _ discovery. Brick is bad at the top of the structure and damage has spread, he added: "The wall is like that all the way down." Crews were assigned to investigate the state of the building after negotiations with its owners earlier this month. In the summer a stop-work order was issued by the town as work on the west wall -- sand- blasting and covering the brick with stucco -- was deemed to be in contravention of the town's heritage building bylaw. As work progressed on the front facade of the building -- likely built in the 1880's -- it was hoped the brick would be strong enough to preserve. But it wasn't to be. "What we're trying to save isn't there any more," said Scugog chief building official Paul Milligan. "It was gone a long time ago." Councillor Marilyn Pearce (Ward 2) said the issue of sig- nage and lighting that the town- ship is negotiating with the Royal Bank, will become even more crucial if the building is to be completely stuccoed and painted the salmon pink that has been applied to the west wall. "This could end up extremely different from what we antici- pated," she said. Mayor Howard Hall said the township did its best in uphold- ing the bylaw that governs downtown aesthetics. "It's unfortunate, but the owners certainly tried to do what we asked," he said. Mayor calls rooming home situation "rather shocking" Neighbors came out Monday afternoon to speak against a rezoning that would make a rooming housing in the south end of the township legal. They urged council not to vote for a zoning amendment that would recognize the use of a large, three-story duplex owned by John Horack, on Russell Rd. south of the junction with Regional Rd. 19. "It's gradually deteriorating year after year; it's getting worse," said neighbor Larry Davidson. "It breaks probably every law set up in the Township of Scugog with regard to residen- tial areas."
