10- PORT PERRY STAR - Tuesday, April 11, 1995 "Scugog's Community Newspaper of Choice" Pearce promises review of township's littering bylaw From Page 1 John was at his family's home on Regional Rd. 57 east of Caesarea during March Break when he shot the tape, which was turned over to Scugog's bylaws department. The township determined that since the littering occurred on a regional road, the munici- pality had no jurisdiction to prosecute the workers. But the four men were disciplined by their department, according to their boss, Gerry Harness. Regional Councillor Pearce said she's not happy with the township's inability to enforce jurisdiction of littering laws on all roads in the township. "I think that's the important part of the whole issue right now, in that our bylaw was found to be lacking when it comes to dealing with things like that," she said Thursday. "Our bylaw is silent to it as far as I understand when it comes to littering." Councillor Pearce said she would call Monday afternoon for a review of the bylaw, and discussion on changes necessary to make it tougher. And councillors will investi- gate ways in which to reward John Chrapek for his efforts in reporting the littering, she said: "I think council still wants to recognize what John did is right. "He found somebody littering and he told us about it." Normally rewards are paid out after a conviction is secured in court. Reward money will commonly be considering when a judge or justice of the peace determines a fine. John's mother Kim said she's pleased with the initiative.
