4- PORT PERRY STAR - Tuesday, April 11, 1995 "Scugog's Community Newspaper of Choice" Durham MP abstains on gun legislation vote By Jeff Mitchell Port Perry Star Durham MP Alex Shepherd was among the 49 Liberal cau- cus members who abstained when a vote was held on the second reading of the federal government's controversial gun legislation last Wednesday. "I was working in my office" when second reading of the bill was passed by a 173-53 margin, Mr. Shepherd said the day after the vote. The legislation -- which SHEPHERD would create a central reg- istry for all fire arms, prohibit some guns and toughen sen- tences for crimes com- mitted with H weapons -- now goes to com- mittee for fur- ther review. A final vote is expected in June, before the house recesses for the summer break. Mr. Shepherd said he is sticking to his vow not to vote on the legislation until Justice Minister Alan Rock provides a complete costs analysis for the proposed registry. Mr. Rock says that would cost around $85 million, but other analysts have come up with much higher estimates. Mr. Shepherd says he has "some great doubts" about Mr. Rock's cost estimate. And even "if it's on target, he's concerned dgbout where the money might come from."It's unclear how that's going to be paid for," he said, adding there have been rumblings. that policing bud- gets will be targeted as a source. The MP has submitted a request for information on the registry's funding, and said he will decide upon his vote after that information has been pro- vided. Swift action by the Liberal party Thursday provided a hint of what consequences might be should he buck the party line and vote against the legisla- tion. He said Thursday after- noon he had learned earlier in the day that the three Ontario Grits who voted against the bill had been removed from their committee postings. Still, he defends their right to buck the party line: "I think we take party solidarity far too seriously in Canada."
