2- PORT PERRY STAR - Wednesday, September 6, 1995 "Scugog's Community Newspaper of Choice " Province won't approve Metro GTA plan: Hall Says Metro problems shouldn't be solved on 'backs of surrounding municipalities' By Jeff Mitchell Port Perry Star It's not likely that plans for a "super region" put forth by Metro Toronto council will be endorsed by the province -- and that's a good thing, says Scugog Mayor Howard Hall. In an interview last week the mayor told The Star that the plan to absorb regional governments surrounding Metro as outlined in a proposal by Metro council last month is a blatant attempt to expand the troubled municipality's tax base. "(Metro chairman) Alan Tonks made that very clear; so did (Toronto Mayor) Barbara Hall," the mayor said. "They've said that. They say they want the assessment." The Metro plan sets wide boundaries for the new munic- ipality, which would be served by fewer politicians operating in one level of government. But it doesn't include small northern municipalities like Scugog, which suits the mayor fine. Problem is money He contends, however, that Metro's financial woes can't be solved by simply absorbing more assets to increase its tax base. And Durham and sur- rounding regions shouldn't fig- ure in to any solutions for the future of Metro, he said. "Their whole problem is dol- lars and cents," said Mayor Hall. "It's a Metro Toronto problem, and it should be solved in Metro Toronto." He also said the problems of funding, infrastruc- ture, and cooperation among municipali- ties being experienced In Metro aren't necessarily in evidence here: "I don't care what any- body says; Durham Region works." All that said, it's highly unlikely the province would adopt such an ambitious plan as Metro's after the Golden task force which is studying the GTA submits its report, said Mayor Hall. "HALL "I don't think for one minute the province will allow that to happen," he said. "They're (the province) not going to let an entity become bigger and stronger than they are. Council will study GTA The future of the GTA 1s on the agenda for a study day to be attended by Scugog council- lors tomorrow. Another hot topic will be the funding cuts recently announced by the province. At that session, the mayor will put forth his submissions on the GTA for discussion. In a discussion paper he has written, he stresses the value of regional government, and the importance of preserving and improving upon Durham's regional council. 'There 1s always room for improvement," Mayor Hall writes in his submission. "In our municipality and the Region of Durham this 1s, and always has been, an ongoing process to better serve our con- stituents financially, efficiently and fairly, by being both acces- sible and accountable." And he warns against mas- sive revisions to established regional governments simply for the sake of propping up Metro. "There are obviously serious problems in Metro Toronto, but they must be solved in Metro by Metro and not on the backs of the surrounding municipalities," the mayor writes.
