John O'Toole said he agrees with the "zero tolerance" stance toward smoking, drinking alco- hol and taking drugs among approval recently. According to the bill, put forth by Tory backbencher Terence Young, minors caught possessing cigarettes would automatically be suspended from school or could even face harsher penalties. The bill is called The Zero Tolerance for Substance Abuse Act. 'Zero Tolerance Act' While he contends that parts of the bill may work, Mr. O'Toole law. And he feels that taking a tough stance on juvenile sub- stance abuse makes sense. "Zero tolerance is the way to go. We are not going to throw our hands up on this issue; we will make it clear that sometimes society sets stan- dards that are not acceptable, and we will change them," said Mr. O'Toole. He added, though, that Mr. Young's bill is a bit too heavy- the approach of this bill. It has to be balanced and it 1s not; there is no sense in passing a bill if it is unenforceable. This bill, as it stands, will never pass." Calls for suspensions Under the new legislation anyone under the age of 19 -- the age of minority required to purchase cigarettes and con- sume alcohol in Ontario -- found possessing tobacco, booze or from getting a driver's license for two years. The bill also states that any principal who finds a pupil under 19 in possession of tobac- co, lit or unlit, would be required to suspend the student.
