McClelland Port Perry Star The days of Scugog Township as we know it could be limited because of provin- cial plans to restructure the Greater Toronto Area (GTA), Regional Councillor Marilyn Pearce predicts. "If we see the demise of the regional governments, then we are going to see the demise of local governments as we know them now," she told the Port Perry Star in response to a recommendation last week to set up a Greater Toronto Services Board. Fielding is top citizen Frank Fielding, a life-long Scugog resident whose volun- teer work has included every- thing from kids' baseball to tractor pulls at the annual fair, has been named Scugog's Citizen of the Year for 1997. Mr. Fielding was among several nominees for the hon- or, awarded by the Port Perry Star. He will be recognized along with other nominees at Canada Day celebrations in Port Perry next Tuesday. Former provincial civil servant Milt Farrow told the Ontario government last week that a new "services board" of 28 members should be set up" in the GTA to handle such - issues as transit, garbage dumps and economic development. And municipal affairs min- ister Art Leach said that if this services board is set up in the GTA, it will lead to the disappearance of the regions because there would be too many tiers of local government. Councillor Pearce said in an interview Monday that despite the fact there is still a lot of detail lacking in the Farrow report, there is no doubt that "tremendous changes are coming" over the next three years or so on how the 4.2 million people in the GTA are governed. She believes that if Durham Region disappears, small townships like Scugog will have no choice but to amalgamate because alone they lack the tax base to sup- port services such as police and welfare.
