And while he insisted his apology was not under- taken as a form of damage control, a representative of officers in uniform questioned the way in which the matter is being handled. "Guy Paul Morin is an innocent man," Chief McCagherty said Thursday. - His address, delivered at a press conference in Toronto, was the first official admission that the Durham force erred when it targeted Morin as the killer in the murder of nine-year-old Christine Jessop. Mr. Morin and his: family lived next door to the slain girl in Queensville. Her body was found near Sunderland on New Year's Eve, 1984. He was under suspicion for nearly a decade after his arrest by Durham Police in April of 1985 and was acquitted, then convicted on 'retrial, before being cleared by DNA evidence. That wrongful conviction, and the police investiga- tion that preceded it, have been the topic of an inquiry that's been conducted in Toronto since early this year. Last week the chief said his force bore some of the responsibility for Mr. Morin's wrongful conviction. Chief McCagherty was quoted in the media as say- ing he will send letters to his officers informing each one of Mr. Morin's innocence. He said his move is not designed to improve the force's standing with the pub- lic, or the commission investigating the wrongful con- viction. "This is a sincere apology," he said. A representative of the Durham force's rank and file membership said, however, that sending letters out to 'individual officers wasn't necessarv. "The mistakes made in the Morin case were identi- fied and dealt with at pre-trial motions during Mr. Morin's second trial," Brian Curtis, president of the Durham Police Association, told the Star. "Extensive changes were made to insure that mistakes like this can not be repeated." : An inquiry with a 'broader scope would have been better able to examine the role of police and other jus- tice officials in instances of wrongful conviction, said Mr. Curtis. "We (the association) always felt there should have - been a Royal Commission to study wrongful convic- tions," he said.
