In the course of an inves- tigation of the project, The Star talked to some people invalved in the supply of construction material and delivery to the site. spokesman for LaFarge Aggregates, which for a time, hauled material on to the site, said that the company had. stopped hauling cement to' the site. Money owed for work at the development has been paid, said the company rep. A study of records at the Whitby land records office showed that construction liens have been placed on the property on eight sep- arate occasions, with all being eventually removed -- an action that usually means money owing has been paid -- with one excep- tion. Deep Foundation Contractors, a company out of Thornhill, registered a lien for $130,478.50 which, according to spokesman Dave Miller, was removed when West Shore deposited the money with the Ontario Court. When asked about the status of the account, Mr. Miller said it may have to be heard in court. - "Unless we can come to some agreement with them (West Shore), I expect it will go before the courts," "he said last week. Mr. Moore said that the problem with Deep Foundation Contracting was a simple one: "We dis- agree on the amount owing." Mr. Moore said that sev- eral factors, including the sudden illness of site man- ager Lance Ingleton, have caused difficulties. ; "Lance dealt with a lot of the day to day site func- tions," said Mr. Moore. "Now I have to. That has caused some confusion, but we're working that out." And work at the West We sincerely regret any inconvenience we may have caused you. The latest was a call for safety rails to be installed on the upper lev- els of the three-story apart- ment building. However, Mr. Moore said that in every instance, West Shore has complied with ministry requests. A call to the ministry con- firmed that there are not presently any stop work orders in force on the site. Joe Thompson of Dufferin- Custom Concrete Group, whose company supplied material to the site - after LaFarge Aggregates, was as puzzled by the lack of activity on the site as anyone when he spoke to the Star last week. "I don't know what's been going on, but we are not hauling onto the site until I speak to Mr. Moore and so far (Thursday of last week) I have been NN 3 X 3 hoe 3 RY SRE OR N a 3 BEE SS S\ 0 3 S x x Kelly, Zuly, Greenway, Bruce | BARRISTER AND SOLICITORS Yi bry, - Motor Vehicle - Criminal - Personal Injury Wills - Real Estate - Family Law Corporate & Commercial Evenings and Weekends by Appointment 114 King St. E., Oshawa 723-2278 Al PORT PERRY DENTAL OFFICE unable to do that," he said. Mr. Moore said that West Shore Developments and financial backers of the project have recently taken on a new share hold- er, whom he did not name. "We have a new share holder who is involved much more actively with us," he said. "We are doing major restructuring, financially and in the way the site is managed. We hope to start again on the (three story building) by mid- December, with a target date of late March to early April for completion. "That works for us from a marketing aspect," he added. "Also there are com- plicated tax issues to be considered." Mr. Moore said he's been bothered * by rumors swirling around the pro- ject: "I guess I wasn't pre- pared for the amount of small town gossip and innuendo I've encoun- tered," he said. "I'm a very private person." Scugog Regional Councillor Marilyn Pearce, a vocal critic of the project over the past several months, said she's uneasy about delays at the West Shore site. "Mr. Moore has been, I felt, somewhat reluctant at times to share his plans with township council," she said, "We haven't always been brought in on what the problems, if any, were. But you see the lack of progress and of course you wonder." g halted until December:.developer Councillor Pearce added that she would be extreme- ly reluctant to support the approval of any permits regarding phase two of the project, "until they (West Shore) can provide some assurances that the needs, financial and otherwise, are in place to complete what they have already started." « Soe units at the site -- which is to consist of single- story homes and, eventu- ally, the larger building in which residents will lease units -- are occupied.
