Board will alert parents of changes From page 1 Last fall, in an effort to save trans- portation costs, the Durham board implemented numerous changes to school bell times in the Scugog and Uxbridge areas, and across all of Durham Region. Those changes did indeed save money, Mr. Trbovich said -- slightly over $1 million this year -- but at the same time created massive confusion and anger among many parents. By staggering individual school bell times, the board wants to get as many as four different "runs" from a school bus in the morning and afternoon. But the changes were done on an arbitrary basis school by school late last summer and there was no prior consultation with parents to ask their opinions or to give them ample warning of what was happening. School bus drivers told the board those changes were not going to work, he admitted. Mr. Trbovich said that if more ~changes are coming in the future, indi- vidual schools and "school communi- ties" will be fully surveyed ahead of time, parents will be told of the results of the surveys, and the board will simulate models based on those changes to make sure they work in the real world. The Durham board spends about $15 million annually on transportation, and trustees are always looking for ways to cut this cost and put any sav- ings into classroom programs to improve education. While coming up with ways to save money in transportation is important, he said, the board will never do any- thing to shave costs if it compromises safety. - The target is for no student to spend more than half an hour on a bus morn- ing or afternoon. Improvements are being made, said the board official, but some students in Durham still spend longer than that on school bus in the morning. Mr. Trbovich also pledged that if changes to bell times result in direct savings in transportation, that money will be put into the block budget of the impacted school. | On a related issue, there was a sug- gestion from the floor that the board should be working to have high schools start their day earlier than elementary schools, so that very young students don't have to walk to a bus stop in the dark each morning. . It should be high schools that start classes at 8:15 and the elementary schools at 9 o'clock rather than the other way around, said one parent. Mr. Trbovich agreed the suggestion makes sense. PPHS student council rep Heather Johnson said some high school students are sitting on buses for as long as 20 minutes at elementary school transfer points. That's a big waste of time that should be reduced, she said. Still other high school students don't catch their home bus until 4:15 in the afternoon, a full 45 minutes after their last class, which is too long, she suggested. Ms Johnson also said having high school students start their classes earlier in the morning would not be any problem for the vast major- ity. Mr. Trbovich told parents he will brief trustees in a couple of weeks time about the current situation on bell times, and then officials will start working on any changes that will come into effect this September.
