16- PORT PERRY STAR - Tuesday, March 24, 1998 "Scugog's Community Newspaper of Choice" Strike rebate bill for Durham public board nears $10 million By Chris Hall Port Perry Star The final bill for last fall's teachers' strike is nearly tallied, and early indica- tions put the cost to the Durham District School Board at just under $10 million. Ron Trbovich, superintendent of edu- cation and business, said Friday that the board is now wrapping up the claims for rebates and that a final cost should be known soon. Families were eligible for a refund of up to $400 to cover child care costs incurred during the two-week strike, which occurred last fall. Board officials originally anticipated that 20,000 of 25,000 eligible families here would file for the rebate. Mr. Trbovich said that as of March 6 a total of 23,151 claims were processed, amount- ing to $8.48 million. He said that 11 temporary workers were hired to handle the job of processing claims. They worked from Dec. 17 to Feb. 21. The cost of processing the applications was $56,000, which included salaries of full-time and temporary employees and the cost of postage, photocopying and advertising. In December the provincial govern- ment passed a bill that entitled parents or guardians of students to claim $40 a day -- up to a maximum of $400 -- for costs incurred as a result of the strike, which lasted from Oct. 27 and Nov. 7. "This is a new and unique program, and I think the board's staff did a very good job. The schools, staff, and parents did very well co-operating to keep the costs down," Mr. Trbovich said. "Parents were fairly understanding about the six to eight weeks -- and some- times longer -- wait for their claims to be processed and returned." Mr. Trbovich expressed some surprise at the fact that, on average, most families did not claim their full entitlement of $400. "This had never happened before, so | expected most people to take the maxi- mum, but most took slightly less," he sald, referring to the average claim of $366. Savings on teacher wages and benefits during the strike amounted to $9.9 mil- lion. Mr. Trbovich isn't sure what will happen to any funds left over after rebates and expenses. That amount will robably be between $300,000 and 500,000.
