McClelland Port Perry Star Alan Tonks will get an earful when he meets with the mayors of rural Durham this Saturday morning. Tonks, the former Metro Toronto chairman, has been appointed by Queen's Park to review legislation creating the Greater Toronto Services Board (GTSB), and come up with sug- gestions that need to be changed. Scugog Mayor Doug Moffatt spelled out this township's position on the GTSB very clearly as council dis- cussed the contentious issue at length Monday afternoon. "There is no support here for the GTSB," he said, adding later he expects the mayors of Brock, Uxbridge and Clarington will deliver the same blunt message when they meet with Mr. Tonks Saturday in Uxbridge. Decisions will be made in downtown Toronto," said Mayor Moffatt, refer- ring to two high profile Toronto coun- cillors. While the GTSB is supposed to Q Another advise on intergovernmental matters in the GTA -- everything from waste management to transit -- Moffatt said the key to its power will be whether the province gives it the authority to levy taxes. "If they get this right, they'll send us (Scugog) a bill each year to support the greater Toronto Transit Authority," he said. "They will set up a big bureaucracy to do exactly what big bureaucracies do best--spend money." Ward 1 rep Keith Bacon, a foe of the GTSB, quipped that a subway in his ward would look very nice. But on a more serious note, Bacon said it makes no sense for rural Scugog to be included in the GTSB. He urged the township to fire a letter off to Queen's Park registering the objection so at least it is "on the record." Other councillors, like Ken Gadsden and Ken Carruthers, are skeptical about sending another piece of paper to the government on this Mayor wallowed' by larger municipalities, warns Moffatt 1ssue, as it could get lost in the shuffle or simply be ignored. Council eventually agreed to wait until after the mayors meet with Tonks on Saturday before drafting a statement of opposition. They want to meet Mr. Tonks at a later date and invite the Scugog public to have its say at that meeting as well. Mr. Tonks has until April 9 to hear comments from across the GTA and then report to Queens Park with his suggestions on changes to the draft legislation.
