F 8- PORT PERRY STAR - Tuesday, July 7, 1998 a de Scugog's regional reps feel timing bad for pay increase Continued from page 1 knows the final outcome of negotiations with Queens Park over the impact downloading will have on taxpayers. He put a motion on the floor calling for such a deferral, but it went down to defeat. As it stands now, Durham and Queen's Park are about $11 million apart i in their estimates of the down- loading impact. If Queen's Park refuses to sweeten the pot for Durham any further this year, the regional budget approved by council last week will add more than $120 to the regional portion of the tax bill for an average residential property in Durham. "We are negotiating with the provincial government and this (pay increase) will tell them that we (Durham) really don't need any more money." Mayor Moffatt said the raise for council, committee chairs and the regional chairman was recommended by a citizen advisory committee made up of reps from industry and the community. The increase bring Durham councillors more in line with what their counterparts receive in other regions in the greater Toronto area. Scugog/Regional councillor Ken Gadsden also had serious misgivings about the timing of the council pay increase. He voted in favor of delaying a decision until the larger and more important issue of downloading is sorted out. But once the motion to delay was defeated, Councillor Gadsden voted in favor of the raise. He later told The Star he believes Durham council salaries should be more in line with what regional reps get in other areas. He also feels that council salaries should be high enough that people with full-time employment do not suffer financially if they seek election. "A person who is working should not have to sacrifice a portion of income to run for office," he told The Star. "Otherwise, people who can run for office will be limited." Councillor Gadsden said the timing of the increase is wrong. It sends the wrong message out, given the financial negotiations ongoing between Durham and Queens Park. When asked about Mayor Moffatt's intention to Ken Gadsden "donate his regional salary increase to Scugog, Councillor Gadsden said he "may do the same thing, or I may not." "What I do (with the increase) is my business and I'm not going to make that public," he said.
