Fae B.x =K R Entire process flawed, says local arms dealer Gun registration is delayed again By Chris Hall Port Perry Star Gun owners received a two-month reprieve from the federal government's controversial firearms' reg- istration law early last week. On Sept. 21 Justice Minister Anne McLellan announced that the regis- tration of all guns would be delayed another two months, with the program now commencing Dec. 1 instead of Oct. 1. Original plans called for it to be implemented Jan. 1 of this year. The minister explained that the delay was at the request of Ontario police forces and provincial Solicitor-General Bob Runciman, who argued that computer systems are not entirely set up yet to handle the information the law requires the Canadian Firearms Centre to collect. Durham MP Alex Shepherd added that the two-month setback is an "administration thing and the chiefs of police request- ed an extension until the proper equipment was set up and operating. Mr. Shepherd, who broke party ranks and voted against the legisla- tion, conceded that Bill C- 68 has been harder to implement than the gov- ernment first thought. "It's not as easy as it looked on paper. A lot of outside consultants came in to look at the idea and there is a technical process that has to be figured out. It's going to take some time to set up the administra- tion. At the time of the idea I said it would be difficult and it is suffering through some growing pains. "In reality the'govern- ment 1s determined and it 1s the law of the land." John Williams, owner of a gun shop in Port Perry, said the feds have dropped the ball on the drafting and implementation of the new law. "The government has done an absolutely terrible job," he said recently, describing how no infras- tructure for introduction of the massive legislation is in place, and that no one seems to know when it's coming. The owner of Williams Arms has been a vocal oppo- nent of Bill C-68 from the start, and continues to be one. "It's got nothing to do with crime," he said of the law. "It's got everything to do with disarmament." Mr. Shepherd said he understands the frustra- tion gun owners feel over being told what to do with their firearms. "I can understand their concerns, but we're not intervening with their lives," he said. "Everyone's tired of the government's . meddling but it is for public safety. People need a fish- ing license, a driver's license and a diving license, why not a gun license and registration?"
