McClelland Port Perry Star People who live in the St. Christopher's Beach area of Scugog Township generally favour a devel- opment of 10 residential lots, but they most cer- tainly do not want the Beach road turned into a speedway. That was the message that came through loud and clear Feb. 15, when about 30 people turned out for a public meeting on a proposal to develop 10 lakeshore lots at the eastern end of St. Christopher's Beach Rd. The area is in the east- ern part of Scugog Township, between Caesarea and View Lake. The Toronto United Church Council has owned more than100 hectares of land in this area for many years, and will use about 3.75 hectares (eight acres) for the development. The Church Council has for many years operated a summer camp for children on the property it owns there, and wants to use profits from the sale of the lots to keep the summer camp operating. "We want to see this (development) succeed as the camp does very good work. We are not taking an adversarial or con- frontational position. But we want the road built the way we wish," said Deborah Tiffin at last week's public meeting. She said that residents of the area do not want to see the main Beach Rd. widened or improved to full Scugog Township stan- dards for rural areas. Don Trunks, president of the St. Christopher's Beach Residents Association, said the town- ship should improve the road to a "reasonable stan- dard." But this does not include paving that could turn it into a speedway, he added. Scugog Mayor Doug Moffatt said the munici- pality will not take over roads until they have been "improved to minimum standards. He called the proposed 10 lot development by the Church Council "sustain- able". It has been the sub- ject of much negotiation and discussion since it was first put in front of Scugog council several years ago, said the mayor. At that time the Church Council had been seeking to develop about 30 lake- front lots. As there are no munici- pal sewer and water lines to that area, the homes will be developed on pri- vate drilled wells and sep- tic systems. The mayor said Scugog 'would not pay to bring those private roads to min- imum standards; that would be the responsibility of existing property own- ers, he said. There were concerns expressed over a proposed drainage ditch that would direct surface run-off water from the new lots to the lake. The open ditch, a metre deep and two metres wide and nearly 190 metres in length, would be con- structed in such a way that most impurities in the run-off would be fil- tered out before the water reached the lake. Concerns expressed were over maintenance, appearance, and the safety of young children when the ditch is filled with water. The audience heard that Scugog would assume responsibility for mainte- nance when the develop- ment is complete. The development needs approval from the Durham Region planning depart- ment for a change to the Official Plan and for a change to the local zoning bylaws.
