Vehicles man- ufactured in even years (1990, 1992, 1994) must be checked in 1999 while odd-num- ber models (1991, 1993, 1995) will be test- ed in 2000. Vehicles less than three years old, more than 20 years old, light-duty farm Vehicles and motorcycles are exempt. The purchase of the required equip- ment and staff training came at quite a high cost, but should be well worth it in the future, said Mr. Bissette. "We applied to become accredited for the program -- it was open to anyone -- and were approved and then got the financing for it," he said, noting that the cost came in around $65, 000. "We already had the scopes; if we had- n't of had them it would have been $90,000 or even $100,000. The equipment is not too bad, it's the technician costs that are substantial." There are currently three Canadian Tire employees certified as repair techni- cians and another two are certified inspec- tors. During the check, which takes about 30 minutes to complete, the exhaust system is thoroughly examined and the vehicle is put on a dynamometer -- which resembles - a large treadmill -- which allows it to be driven in the garage at different speeds. A probe, which is connected to a gas analyzer and computer is placed in the tailpipe. It will then measure the concen- tration of nitrogen oxides and hydrocar- bons and carbon dioxides emitted by your vehicle. "We check and see that there are no exhaust leak, no misfires and no visible smoke. The car is then put on the machine where it will run for a maximum of four minutes at 39 kilometres an hour," said Mr. Bissette. For those who fail the test -- only six out of 28 vehicles tested by last Friday afternoon had failed -- repairs can either be done at Canadian Tire or at the cus- tomer's preferred garage. If the vehicle is repaired at a certified garage, and $200 is spent on fixing the vehicle, then another test will not be required for another two years. "It's mostly older cars -- those in the '80s -- that have been failing. They haven't been kept up or something's getting old, that sort of thing." The cost of the test is $32.10, including GST.
