An advisory panel formed by the environ- ment ministry was to hear submissions and provide a forum for an industry steering com- mittee. Councillor Bacon, a Ward 1 farmer, is a member of the commit- tee. He said that the June 10 meeting was to start at 1 p.m. and con- tinue through until 4 p.m. There were no mem- bers of the public pre- sent at 1 o'clock, he said. After waiting about 45 minutes, the committee moved to a smaller room to hear an report. Then a member of the Brock Land Steward Group arrived, but was not allowed to make any kind of presentation. That group has been critical of the practise of spreading paper sludge on rural lands. He said the member was denied the right to speak, even though it was well inside the allot- ted time for the public forum. Councillor Bacon told the Port Perry Star later that he was concerned about several aspects of that June 10 public forum, including the fact a member of the public was not allowed to par- ticipate. He said he got notice and the agenda for the in-house * retractable * stationary * basket to press ahead with paper sludge bylaw forum just two days before it took place; it was held in the middle of the afternoon on a week day, which would make it more difficult for the public to attend; and to his knowledge, it was not advertised in any of the local newspa- pers in North Durham. Councillor Bacon, who has never used sludge on his own farm, favours Scugog's move towards a controlling - bylaw. He said he is not sure if the practise is safe, and wants more infor- mation and studies. And he feels there must be tighter monitoring of land where the sludge is being applied. "Who is out there to police this? The MOE only works from 9 to 5," said Councillor Bacon. "We need more informa- tion. The information is there, it is just hard to get your hands on it," he said. Choosing his words carefully, he went on to say that controls are needed so "it just can't be dumped anywhere... 1 would hate to think that some day in the future my farm might be use- less (for growing crops) because (sludge) was put on the land." He told the Port Perry Star that to his knowl- edge the June 10 public forum has not been re- scheduled. He said he has heard there is some kind of a meeting (host- ed by Atlantic Packaging) to be held later in June at the OMAFRA office in Port Perry.
