An explanation of the development charges imposed and description of the lands to which the by-law applies are set out below. OVERVIEW Development Charges are the primary funding source for financing Regional growth-related capital expenditures. Development charges are imposed against new development at the time of development approvals in accordance with the Act. RESIDENTIAL/NON-RESIDENTIAL DEVELOPMENT CHARGES A Carruthers Creek Sanitary Sewerage Service Area Specific Development Charge in the amount of $10,891 per net developable hectare for both residen- tial and non-residential uses is imposed effective August 31, 1999. DESCRIPTION OF CARRUTHERS CREEK DEVELOPMENT AREA The Carruthers Creek Development Area is the area, generally bounded by Lake Ontario to the south, Audley Road to the east, Taunton Road to the north, and Pickering Beach Road, Harwood Avenue and Salem Road to the west, all in the Town of Ajax. LANDS AFFECTED By-law No. 52-99 applies to all lands within the Carruthers Creek Development Area, with the exception of lands that are owned by and used for the purposes of the Region or a Local Board thereof, a board as defined in Section 1(1) of the Education Act and an Area Municipality or a Local Board thereof in the Region. Development Charges imposed by this by-law shall be adjusted annually, without amendment to this by-law, as of the 1st day of April, 2000, and on each successive April 1st date in accordance with the Statistics Canada Quarterly, Construction Price Statistics, catalogue number 62-007, for the most recently available 12 month period. In accordance with the Act and By-law No. 52-99, certain development is exempt from the payment of area specific development charges in the Carruthers Creek development area. . By-law No. 52-99 expires August 31, 2004, unless it is repealed at an earlier date. A copy of the complete by-law is available for examination in my office during regular hours. Thanks to the generosity of sponsors and participants of the 1998 tourna- ment, the Blue Heron was able to raise over $16,000 for operating room equip- ment at the Port Perry Hospital. In 1999, organizers have set an ambitious goal of $20,000 to buy much needed equipment for the emergency depart- ment. The 1999 tournament will once again be held at Thunderbird Golf & Country Club. THE CORPORATION OF THE TOWNSHIP ENP OF SCUGOG NOTICE OF PUBLIC MEETING TOWNSHIP OF SCUGOG DEVELOPMENT CHARGES 'TAKE NOTICE that on Monday, August 16, 1999 at 1:30 p.m., the Council of the Township of Scugog will hold a pub- lic meeting pursuant to The Development Charges Act, 1997, regarding proposed development charge rates and policies that will be applied throughout the Township of Scugog. It is proposed that enactment of a Development Charges By-Law by Council would occur on a date subsequent to this public meeting. Development charges are levied against new development, and are a primary source of funding growth-related capital expenditures. Township capital services include roads and related, indoor recreation, park development and facilities, library, fire, animal control, public works, municipal fleet and general govemment. Township Council is required under The Development Charges Act, 1997, to hold at least one public meeting to allow the public the opportunity to review and provide com- ments on the 1999 Township Development Charge Study, related staff reports and the proposed Development Charges By-Law. After some very tense moments explain- ing to officers what had happened to him, the witness returned to the scene where a heli- copter and. police track- ing dog were called in to search for the sus- pect who was still unac- counted for. About the same time police were searching the wooded area with- out result, they received a report that two cash registers taken in the string of thefts had been found in the middle of busy Regional Rd. 57 near the Victoria County border. The witness was taken for further ques- tioning and his vehicle was impounded. Both were later released.
