McClelland Port Perry Star Residents of Coulcliff Blvd. in Port Perry got some good news and bad news last week when they met with Scugog councillors to ask about future work on their road. The good news is that council has pledged that the road will be reconstructed, and will not ask the resi- dents to contribute to the $250,000 price tag in the from of a loeal improvement levy. The bad news is that Durham Region will hit the residents with a hefty charge to help pay for sewer and water services to the 27 homes on the road, which stretches along the Lake Scugog shoreline just north of Port Perry. Just how much the charges from the region might be depends on a couple of things, according to Durham rep Gabe Oliver, who was present at the meeting Sept. 20 in the council chambers. He said the cost of putting in sewer and water lines could be in the $900,000 range if the region opts for the conventional method. This would mean two pump- ing stations because of the severe elevations along the road, as well as a change in the hydro service to three- phase to provide enough juice to run the pumping sta tions. However, the cost could be less if the region opts for a new system of individual pumping stations for each home. Mr. Oliver said that would require a change in regional policy as these small, individual low pressure pumps are not used anywhere else in Durham at this time. But no matter what system the region opts for, it . will still cost the 27 homeowners money in the form of frontage charges, connection fees to hook into the sys- tems, and the cost of running water and sewer lines from the main pipes into each home. The total cost per house could be as high as $10,000, but some of this cost may be spread over sev- eral years, the residents were told. 'And the project has not yet been approved by the regional council. Mr. Oliver said a sewer-water project has a better chance of getting approval if the local municipality approves road reconstruction. While that approval has-not been officially made by Scugog council, a strong verbal pledge that the work will be done was given to the residents Monday night by Mayor Doug Moffatt. Council must decide which project to do first -- Coulcliff reconstruction, or replace- ment of the Cedardale bridge at a cost of about $350,000. Scugog cannot afford to do both in the same year, he said. About half the residents of Coulcliff have petitioned Durham Region for the sewer and water lines, although some took their names off the petition just before Monday's meeting because they did not have a clear picture of the total costs. Others are opposed, mainly because of the cost, and because they have wells and septic systems in good working order now, and feel they don't need the municipal services. Mr. Oliver said that if water and. sewer lines are put into the ground, homeowners are not obliged to hook in. He also said that if the local municipality does the road repair, homeowners can avoid paying any of their share of sewer and water charges until they actually hook into the new system. At one time Coulcliff Blvd. was made up entirely of summer residences. But that has changed over the years to the point where most are now year-round homes. Some homes have contaminated wells, and there are fears that some septic systems are leaking into the lake. Prior to 1974, according to Mayor Moffatt, the nar- row roadway -- it's less than half a mile long -- was not maintained in any way by the municipality. Snow plowing started in the 70s and now Scugog has assumed maintenance of the road. Monday's meeting, attended by about 25 residents, heard that when the work is done, it will not require expropriation of property, but the road allowance will not be the standard 66 feet wide. The meeting also heard that the sewer and water lines will be put in the ground if more than 50 per cent of the registered property owners request this in writing via petition.
