Also alarmed by Stockworth's move is Mark Dawson of Quorum Development Corp. which plans to build a plaza featuring a new IGA store on Hwy. 7A west of downtown Port Perry. He feels Mr. Carey is seeking standing at the OP hearings in order to expedite the process of gaining approval for his project. "The attempt of the Canadian Tire proposal is to some degree to circum- vent the process and not have public meetings, and ride the coat-tails of the (OP) appellants," he contends. "I don't think it's fair for anybody -- the mer- chants of Port Perry, or the people of Port Perry, that someone should be allowed to scoot through without public input." Mr. Dawson said his proposal, a 70,000 square foot plaza on land cur- rently occupied by the Port Perry Flea Market, and others, including a commercial development on Simcoe St. proposed by Bill Tripp, are in the midst of the public perusal and council dis- cussion required under the Planning Act. It's important that process be followed so that residents and local politicians can offer input, he said. "We have followed the process," said Mr Dawson. Mr. Carey of Stockworth MBG insists he's not trying to circum- vent the public approval process. "Absolutely not," he said when asked if the company is attempting to expedite the process. Even if the property is exempted from designa- tion in the OP for now, Stockworth would still be required to go through the rezoning process and the public meetings that entails, said Mr. Carey. He expects a commercial zoning would be sought for the 16-acre parcel that will be the site of the Canadian Tire plaza, "while the land with the old Johnson Controls plant would likely retain its industrial and employ- ment area designation. "I'm not sure if we'd be looking at a total com- mercial designation for the site," he said. "It may not be that radical." The OMB session, at which Stockworth's rep- resentatives will make the case for granting the company standing at the appeal hearing, is to take place Friday morning at the township council chambers. The OMB has sched- uled more than a week to hear the other appeals to the plan. The hearing will begin with an evening meeting in the council chambers Nov. 29.
