McClelland Port Perry Star Scugog Township council has heard plans for 108 new dwelling lots, pro- posed for the north end of Port Perry. Phase 2 of a housing development is proposed for the south side of Reach St., behind the Pentecostal Church and the new Good Shepherd elementary school. A public meeting Dec. 13 mn the ccuncil chambers was told that the 108 lots will be fully serviced with municipal water and sewers, and will sit on about 40 acres of land. Kevin Tunney, a planning consultant working for the developer, Stockworth MBG of Toronto, told the meeting that Phase 1 of the project -- 81 lots -- has already been given approval by the region's planning department. He said he expects that Phase 1 will have homes built over the next 18 months or so. The builder will be Melody Homes. A third phase, comprised of 165 units, is also on the drawing board. Mr. Tunney said phases two and three will consist of 56 lots with 43 foot frontages, 70 with 50 foot lots, 80 semi-detached units and 59 garden units in clusters of four. Both of these phases are depen- dent on further expansion to the Port Perry sewage treatment plant on the Nonquon River. Representatives of the Pentecostal Church attended the public meeting, and said they had no objections to the development. But they wondered what kind of fencing would separate the homes from church property, and how the drainage would be handled. Mr. Tunney said surface water would be drained into a retention pond large enough to handle a 100-year storm. The water in the pond would then be released gradually into the storm sewer system. The meeting was told that the devel- opment is to be called "Cawker's Creek in Port Perry," after the small creek that makes its way through the property. As is the practice following public meetings of this sort, Scugog councillors made no decision on the rezoning appli- cation for the 108 -lots in Phase 2. However, council normally makes its decision within a few weeks of the pub- lic meeting. Mr. Tunney told the meeting that while the total number of lots cannot be changed, the developer may make changes to the kind of homes to be built, depending on market conditions. Whitby rep calls for smaller councils A move by a Whitby town councillor to reduce the size of Durham Region and local munici- pal councils was rejected by Scugog politicians last week. Whitby Councillor Joe Drumm served notice that he plans to introduce a motion at regional council, calling for a reduction of the size of that body to 15 members. Under Mr. Drumm's proposal, Scugog, Brock and Uxbridge would see their representation on regional council cut in half -- from two to one member each. The rest of council would be made up the following way: Four reps from Oshawa and two each from Whitby, Ajax, Pickering and Clarington. Mr. Drumm is also calling for direct election of the regional council during the next munici- pal vote in November, 2000, and for direct elec- tion of the regional chair in 2003. Currently, the mayors of all municipalities in Durham are automatical- ly members of the region- al council. The regional chairman is elected by Durham councillors, rather than the population at large. When Mr. Drumm's letter explaining his pro- posals was tabled at a meeting of Scugog coun- cil, there was immediate criticism of his suggestion that "local councils reduce their numbers accordingly." Scugog's regional councillor, Ken Gadsden, was not happy with the plan put forward by Mr. Drumm. He said this kind of arbitrary reduc- tion in municipal repre- sentation "did not work in Toronto, and it won't work here." The mayor said that while there may be a need to reduce the num- ber of councillors, it should not be achieved by "the back door, like this."
