Peter Hvidsten Port Perry Star It appears as if Scugog Township is ready to take the next step towards acquiring a new municipal office. Although they don't have the capital reserves on hand for the long over- due project, this isn't about to stop council from looking at innovative ways to pro- ceed. In a report to the Finance Committee, CAO Yvonne de Wit recom- mended the committee approve a "Request for Expression of Interest" (REOI) to identify parties interested in participating in a joint venture with the Township of Scugog to design, construct and potentially manage and/or operate a multi-use build- ing in Port Perry. The REOI is a staff-pre- pared document providing all the necessary informa- tion an interested party might require to make a submission. "The present facilities are not up to the task and putting it off for another 10 years is not going to work," he said. Scugog currently owns two pieces of land on Perry and North Streets, on which the present munici- pal office buildings are located, and it's this prime piece of downtown land which is being proposed for the new buildings. The site is approximate- ly 29,000 sq. ft. in size, cen- trally located and is the preferred location for the new municipal offices. According to Mayor Moffatt this is the asset Scugog Township brings to the table. Finance Chair Marilyn Pearce pointed out that the objective of using the cur- rent land is to "enhance the downtown core. "This is a chance for us to invest in the downtown," she said. A preliminary space analysis indicates about 9,200 square-feet of office space is required to house the administration offices, and a further 1,000 to 2,000 square-feet for a suitable council chambers. Ward 4 Councillor David Dietlein said he still had concerns about the project. "This is a high ticket item, and we should save up some reserves before we start this," he said. Councillor Dietlein was also concerned that the construction of a municipal office with a partner could see the township entered into a 20-year commitment with a prospective devel- oper. "We don't know what the future holds," he said. The report suggests four parties have already expressed an interest in receiving the REOI, and other potential bidders will be sought by way of adver- tising in the local newspa- pers, daily commercial papers and on the town- ship's web site. Ms. de Wit states in her report that "clearly an opportunity exits for real estate developers and/or financial backers to enter into some form of partner- ship with the township to design, construct, maintain and operate a multiple use' building on the municipal property."
