Behind the move are the townships of Bobcaygeon- Verulam, Sturgeon Point, Sommerville, Bexley and Fenelon. : "Applications for an injunction have been filed accus- ing Mr. Kitchen of having violated the principles of natur- al justice and fairness," said Sommerville Reeve Dianne ustin. The $20,000 legal cost of the action is being funded by the taxpayers of the five municipalities. A hearing is scheduled for March 20 in Toronto. A provincial judge will rule on the action. Haliburton-Victoria-Brock MP Chris Hodgson said that unlike the City of Toronto, rural areas are protected under Bill 26 from having restructuring imposed upon them by the province. "Resulting from a request by Emily Township following several unsuccessful attempts to reach a consensus, the Ministry of Municipal Affairs appointed a commissioner who operates at arm's length from the government of the province," he wrote to Mariposa Council. Mr. Hodgson said Mr. Kitchen's decision is binding, and that he was selected for his extensive knowledge of the area. The government believes he will arrive at a solu- tion that will meet the needs of Victoria County, said Mr Hodgson. Public submissions to Mr. Kitchen concluded on Feb. 25 with a total of 613 responses from a population of - Reeve Kelly 64,051. Statistics show 63 per cent in favour of some type of two-tier sys- tem of government, and 37 per cent in favour of a one-tier system. Mr. Kitchen invited municipalities to review this information and meet " with him one last time on Feb. 28 to present any verbal comments or additional statistical data to support their final position on the issue. A last-minute position change was filed by Lindsay council, in favour of the single-tier system. Mariposa Reeve Barbara Kelly reinstated her council's position in support of a two-tier system, if the status quo is no longer an option. Reeve Kelly said that she is concerned that a one-tier system will result in rural areas subsidizing urban demands for higher quality services and industrial devel- opment. "Increased workload will result in full-time politicians and will demand much higher remuneration, and will not provide the current level of faimess for all residents," said the reeve. Due to the pending legal situation all meetings with the commissioner are now being recorded and taped by a court stenographer. If allowed, Mr. Kitchen will release his final report dur- ing the week of March 27, along with the preferred restruc- turing option and the order for implementation. Electronic recycling popular Durham 'Region's electronic equipment recycling program has been a surprising suc- cess so far, says an offi- cial. Peter Watson, who heads the region's waste management depart- ment, said old radios, telephones, and other equipment have been flooding in since the pro- gram began in January. During the first three weeks of the region's Electronic Equipment Recovery Program, 2.5 tons of equipment has been collected, said Mr. Watson. The items are shredded and materials such as copper, steel, and plastic materials are recovered and recycled. The program is going so well that officials are considering expanding it, he said. Currently televi- sion sets, computer mon- itors, electric typewrit- ers, power tools and electric motors, 'are not accepted.
