McClelland Port Perry Star A decision on a rezoning sought for the Centennial Lanes and Starlite Bar and Grill on Scugog St. in Port Perry has been delayed by the township's planning committee. At a meeting Monday afternoon, planning commit- tee members opted to put off any action on the con- tentious rezoning for several reasons. They want planning consultant Jim Dyment present . at a meeting when the matter is under consideration. Some committee members said they want to examine the idea of demanding that the owners of the estab- lishment put up some kind of cash bond with the municipality. And councillors want staff to draw up a draft site plan agreement to accompany the rezoning. This site plan would be circulated to neighbours in residential areas close to the restaurant who have lodged complaints about noise from live music, cook- ing odours, the location of trash bins, parking require- ments, and what they say is an inadequate buffer and fencing between the property and homes to the south. At an earlier public meeting, some residents who live behind the establishment said they would oppose any rezoning unless their demands are met. At Monday's planning meeting, committee mem- bers expressed strong reluctance to proceed with the rezoning at this time. Ward 3 rep Jim McMillen said he would like to see noise levels studied by a professional sound engi- neer, and that the rezoning would hinge on the restau- rant owners complying with recommendations from the engineer. Regional Councillor Ken Gadsden wants the owners of the restaurant to take steps to clear up problems before the rezoning is granted. "I want to see a clear demonstration of good faith (by the owners) before anything starts. | want to see some on-the-ground real live action - not just promis- es," he said. He added that even if the owners grant a $10,000 bond to the township, it's not much good if the neigh- bours are still dealing with odours and loud music. A brief presented to the com- mittee Monday. by planning con- sultant Jim Dyment suggested a three-pronged rezoning for the Starlite which calls for a revised site plan and measures for sound- proofing features. Any rezoning would limit allowable uses on the property to bowling lanes, retail commercial, and a restaurant with maximum Gadsden floor area up to 3600 square feet. Mr. Dyment's recommendation also states that the - new bylaw must use a holding provision under the Planning Act which would only be lifted when a new site plan agreement has been completed and regis- tered on title. The planner said the rezoning should not be grant- ed until a site plan that complies with the new zoning has been filed with the municipality. At a public meeting a couple of months ago, owners of the establishment indicated they want to do away with the bowling lanes because they are no longer profitable.
