Canada's ability to maintain its spending com- Focusing-on Canada's spending in education and health care. This reverses when they start to work but reverses again when they retire. The study points out Canadians need not increase taxes, indeed, there is some comfort- DY bi A J able room to reduce them. Comparably, the United States should imme- diately increase taxes by 12 per cent. Not to do so now, the study says, will mean even steeper increases in the future. It's a further irony that with a presidential mitments until the year 2035 is the focus of a new study by CIBC World Markets. The study also compared Canada's spending with other G7 countries. The study found that the U.S. will have to dra- matically incréase income tax in order to meet its commitments for pensions, health care and a range of services needed for an aging population. This is interesting because we are currently debating here the need to lower personal income taxes and Canadians often like to compare them- selves to the U.S. While I'm in agreement with the need to lower taxes the real question is by how much. Ironically Canada is ranked the best in the world which illustrates that our mix of taxation, as well as, some of the tough decisions like increasing CPP premiums are well thought out when taking a long range view as the CIBC study does. The study uses an analysis of net transfer pay- ments, which means taxation reduced by the actual government benefits we receive. Obviously children are a net deficit since they don't work and yet consume government services election going on in the U.S. everyone there is jumping on the tax-cut bandwagon even though the Americans can't afford it. y In Canada we have prided ourselves on reducing the ratio of our overall debt to gross domestic product to somewhere in the 60 per cent range. Conversely, without addressing the issue of higher taxation, within the time frame 2030 to 2060, the U.S. would have a debt to gross domestic product ratio of 150 per cent. Canadians took strong steps to reduce the country's expenditures just when the Auditor General was questioning at what point our debt would be unsustainable. At that time we talked around the 100 per cent level. So in spite of our envying the American's current personal income tax rates we are really watching the collective will of the United States' lack of commitment to deal with fundamental social problems which are only going to get worse with time. It's good to see that independent third parties like CIBC World Markets give Canadians a vote of confidence for caring about each other not just today but well into the future.
