Terry Ryan, president of the Durham Regional Police Association, said that figuring out how much of a budget is adequate to police Durham Region is very nearly impossi- ble. : "We have never had the staffing we should have," Mr. Ryan said. + "We probably would need another 150 .- police officers to be at the strength we know is > required for this population, but we have never . had it. So how do we figure what cost is really involved in policing this area?" he asked.
