"WEEKEND STAR" FRIDAY, JULY 27, 2001 - 1 SPCA launched investigation Court ruling bans woman from caring for horses A Lindsay area woman is prohibited from managing the care of horses on her farm, as a result of investigations made by the Victoria County Humane Society, an affiliate of the Ontario Society for the Prevention of Cruelty to Animals (Ontario SPCA). On July 19, the Animal Care Review Board, an independent tribunal that can review actions of the society pertaining to the removal of animals and the issuance. of orders under the Ontario SPCA Act upheld the Ontario SPCA's action to remove seven horses from the farm of Kathleen (Kitty) Lowry, a resi- dent of the City of Kawartha Lakes. The horses had been removed by the Lindsay-based Victoria County Humane Society on May 28. The Animal Care Review Board ordered that Mrs. Lowry is liable for the cost of the removal. She has until Monday, July 30 to comply. If she complies, Mrs. Lowry techni- cally remains the owner of the animals but the horses must be taken care of by a stable approved by the Ontario SPCA, and follow a treatment and feeding plan recommended by a veterinarian. The Ontario SPCA will continue to monitor the care and treatment of these horses. "We are pleased by the decision of the board," says Mike Draper, senior inspector at the Ontario SPCA. "This decision acknowledges that Mrs. Lowry is incapable of providing the necessary care for her animals, and delivers the strongest action currently available under the Ontario SPCA Act." A stronger sanction, Draper adds, would bar such people from owning animals at all. . Two other horses had also been removed on May 2; another appeal had been launched by Mrs. Lowry in that case and that order for removal was upheld in June by the review board: Those animals - a mare and and her foal - are currently boarded out at a fos- ter farm and are available for adoption. Socially Responsible Investing: What Does That Mean? In the past few months, a few of my clients have asked about including socially responsible mutual funds as part of their investment portfolios. Upon investiga- tion, I have become deeply convicted to pursue this area of investment choices as an alternative to conven- tional thinking and to edu- cate my clientele and the public. Socially " responsible investing (SRI) is the appli- cation of peoples' values to their investments. It includes all the financial decision making processes that are a part of a prudent investment management approach, but also includes the selection and manage- ment of investments based on peoples' ethical, moral, faith-based, and social or environmental concerns. There are three basic approaches to socially responsible investment: I. Positive and negative screening. This applies social and environmental guidelines or "screens" to the investment selection process. Negative screens usually include issues such as tobacco and military pro- duction, companies operat- ing sweatshops or child labour, or the manufacture of alcohol or pornography. Companies containing these categories are excluded from portfolios containing these screens. Positive screens are companies mak- ing a contribution to social, economic or environmental sustainability or industries with exemplary employee practices. Portfolios with such positive screens will seek out such companies. 2. Community invest- ment. This is the investment of money into community development or microenter- prise initiatives that con- tribute to the growth and well-being of particular communities. The idea is to reverse the drain of capital and income that debilitate low-income communities. 3. Shareholder Advocacy. This is the process of using shareholder influence to help bring about positive social environmental change in corporations. In Canada, we have a total of 26 SRI retail mutual funds, which - makes the choices very plentiful. We have ethical funds, clean environment funds and faith-based funds. There are choices to fit everyone's own desire to make a differ- ence in today's world with their investments. Does that mean that investments choices made on principles equals sacri- ficing returns? No, corpora- tions that exhibit diligence, prudence and responsibility for long-term social and environmental advance- ment are far more successful than companies that tend to pay less attention to these principles and are simply better investments. SRI funds have had overall respectable - performance and have earned respect and stature in the capital markets. Many mainstream investors see SRI's as an effective way to manage risk, obtain a good return and diversify their portfolio holdings. There is no question in my mind that socially responsible investing, as an integral part of diversified personal investment pro- grams, is having a major impact on the entire North American wealth manage- ment industry. Why? Because it offers a valid way of ingrating strongly held values and beliefs and social concerns through investment decisions. This can ultimately result in a powerful effect on the envi- ronment, labour practices, human rights and defense issues. You as an individual can make a difference. Socially responsible investing pro- vides opportunities for Canadians, in fact, individu- als worldwide, to make a dif- ference.
