Mr, Hardy is secretary of the Ontario Municipal Association, a director of the Citizens Research Institute of Canada, a member of the board of directors of the Canadian Welfare Council and a special lecturer on local govern- ment at the University of Tor- onto: He was invited to address the club and its guests on the oc- casion of the Rotary annual "civic day".
