Broge, 47, a steel mill | : | worker, is married and the father : lof two. 2 THE OSHAWA TIMES, Wednesday, February 3, 1960 | GOOD EVENING By JACK GEARIN COUNCIL MAKES WISE DECISION i ---- " 4 # re There were some tense moments Monday night when Mayor Gifford guided his city-manager-form- of-government proposal over its first high hurdle-ap- proval by council for a special five-man committee to investigate the matter, There is honest skepticism in some council quart- ers that the CM system will work here; but, in all fairness, it must be said for these councillers that they were big enough Monday to open the door for an in- quiry and to listen further to the proposals, which re- presents a revolutionary plan at best, Mayor Gifford stood firmly by his recent inaugu- aral speech pledge to explore fully the possibilities of instituting the CM form of government here, or some alternate form of government which would be an im- provement on the present system. The CM proposal still has a long way to go before it gets endorsation, but the important point is that it wasn't stifled and that the council was willing to go along at least for a while to have a closer "look-see" at the proposal. That is a healthy sign of progress One of the biggest prejudices against the proposal ig that some councillers regard it as a reflection on the present system which, of course, is not true. The CM form of government is a sound investment for the future of Oshawa and certainly deserves the serious consideration it is now receiving. THE TOP SERGEANT OF ALL One of the men who contributes to the smooth operation of the Sergeant's Mess at the Armories is RSM William "Bill" Milne. As regimental sergeant-major, he is responsible to the officer commanding for discipline and administra= tion in the Mess, that in- cludes 43 active and 20 as- sociate members. Those Armory visitors fortunate enough to be ex- tended an invitation to the SM soon discover why it is so popular; also the true meaning of "hospitality". The SM has a happy atmosphere, thanks to "Bill" Milne, a competent executive and a hard- working membership.
