SATURDAY, APRIL 30 The Cass Program HERE are some of the points made by Highways Minister Cass in presenting the estimates for the Department of Highways for the fiscal year ending March 31, 1961: Our estimates for the coming fiscal year have been reviewed most carefully and our esti- mated gross expenditure will be $263,500,000. Of this amount, $12,000,000 will be covered by refunds largely for work done on the Trans- Canada Highway leaving an estimated net ex- .penditure of $251,000,000, which is less than the estimated net expenditure in the current year. . . Our province-wide studies of present and future needs for highways, roads and streets have indicated that the annual costs of construction and maintenance would total $7,152,000,000 over a 20-year period from 1957 through 1977 . . . If we had confined ourselves to this increase in expenditure the required total expenditure by the Province and the municipalities would have been $1,150,000,000 in the four fiscal years 1957-58 to 1960-61 inclusive.
