JACK BEST Canadiah Press Staff Writer The dawdling Trans - Canada Highway has entered its second decade, still well be. hind schedule but showing some signs of accelerating. The year 1960 was to have been the last one in the ambitious ",. scheme to provide a 4,500-mile paved road stretching from coast " fo coast. There is not a hope, however, that the long ribbon of bitumin- ous pavement will he completed by Dec. 31, the target date set in the Dominion-provincial agree- ment of 1949. Recognizing this, the federal government has agreed to extend its participation for three years to the end of 1963 and to increase its ma x im um contribution to $400,000,000 from $350,000,000. SASKATCHEWAN FINISHED A cross-Canada survey by The Canadian Press shows that of the nine participating provinces--all but Quebec--only Saskatchewan has completed its portion. Most of the others have a long way to g0. Only Prince Edward Island, Manitoba and Alberta are near the finish. By putting on a strong spurt, however, some could reach their objectives or come close. The survey shows they intend to give it a good try. Planned outlays on the highway in the present fiscal year total about $100,000,000-- more than double the average in the first 10 years of the proi- ect which started in 1950. British Columbia, with 450 miles completed to standard by mid-March, will soon have con- tracts out for the remaining 104 miles. It still hopes to finish by the end of the year despite the continuing challenge posed by Rogers Pass on the route through the Rocky Mountains. OTTAWA PAYS HALF Under the 1949 ag. eement, the federal government pays 50 per cent of the cost of approved con: struction and of bringing existing ighways up to standard. In ad. dition, by an amendment passed in 1956, Ottawa pays 90 per cen' of the cost of completing vital gaps up to 10 per cent of the mileage within each province, It also pays the entire cost of con: struction through national parks. Up to mid-March, government figures show, the federal treasury had paid the provinces $246.207 847 for work completed. Projects worth $557,631,001 had been ap- proved. The federal share of these projects is $332,600,847. A total of 2,378 miles had been paved to specification and 3,060 miles graded. Here is how the highway pro- gram is shaping up in the prov- inces: Newfoundland: Total mileage, 554; miles paved, 63; ready for paving this year, 93 miles, with rough grading of another 130 ex- pected; value of construction ap- proved, $38,899,840 Prince Edward 'Island: All n miles leted; only works is the Hillsborough bridge and approaches; value of con- struction approved, $9,101,695. Nova Scotia: Of total of 311 miles, 55 are completed with 65 planned for this year at a cost of $6,000,000; total value of con- struction approved, $22,317,924. New Brunswick: Completed 133 of the 389 miles with $47,600.000 worth of construction approved and seven miles to be built this year for $8,500, Quebec: Not go part program, contends the federal government has no place in th highways field; however a 400- mile road across Quebec links New Brunswick and Ontario sec- ons. Ontario: Has completed 650 of| total mileage of 1,454 and plans to build 43 miles this year at a cost of $21,130,000; construction approved worth $179,025,193, Manitoba: Mileage of 309 com. pleted except for eight miles of) Winnipeg bypass; three miles) planned for this year at $3,500, 000 with remainder in 1961; con struction approved, $33,000,000 Saskatchewan: The 406 - mile, $27,500,000 high waly officially opened Aug. 2, 1957.
