BY RAE CROSSEY IRLS in neat green jumpers, white blouses, pony tails bobbing, enter a classroom in orderly fashion; girls in slacks and bright sweaters, skate in the School arena; girls in the art and crafts room paint or draw; girls in the well-equipped school beauty parlor, study hairdressing. They are students at the Ontario Training School for Girls, at Galt, Ont., the largest reform' institution for juvenile girls in Canada. The school, an open institution built to accomo- date 100, houses 160 students, aged 10 to 17 years. Ninety-five per cent of them have been declared deli- quents in juvenile court. The other five per cent are permanent wards of the Children's Aid Society, for whom controlled group living has been considered ne- cessary. Heading a school staff of 98 is Rev. H. L. Wilson, former Presbyterian minister. "Our policy in this correctional institution is one of kindness, yet firmness" declares Mr. Wilson. The School, high on a hill overlooking the city, consists of a red brick administration building, four residence buildings, a small infirmary, and a maximum security building. The appearance of the place, inside and out, its that of a well-endowed private school. Girls spend their recreation hours in the residence buildings, which contain small bedrooms for two and comfortable living rooms, each equipped with television. The maximum security building, with cells for 32 held only two girls in January. Mr. Wilson, who has supervised the School for a year, hasn't found too much use for the building, which was erected in 1957. "We are planning to convert it into reception centre", he informed. When the building becomes a reception centre, girls will either enter the Galt school; a small training school for younger, more tractable girs at Port Bolster, or a new training school to be built shortly at Lindsay. For troublesome young ladies there are seven security cells in the administration building. The aver- age length of confinement has been about 2% days. "We find that segregation is the best form of punishment," Mr. Wilson remarks. A Toronto dietitian for the Department of Re- form Institutions plans menus for the School. Hairdressing and business courses are offered at the School. Students of a sewing course stage an annual spring fashion show, to which guests are invited. Academic studies, compulsory for students up to 16 years of age, are from grades 5 to 10. Qualified public and high school teachers conduct classes in the adminis- tration building. The girls' physical welfare is looked after by a variety of sports, including gym classes, volleyball, bad- minton, skating, and swimming weekly at the Galt YMCA during the winter and at an open air city pool in the summer. Their leisure hours are filled with organized recre- ation. They may join a cadet corps, or a trumpet band; sing in the School choir; attend meetings of Canadian Girls in Training; take a home nursing course; read to their heart's content in the School library; garden in the School grounds; and watch a selected movie once a week in the School auditorium ' Is it achieving its prime purpose -- that of reha- bilitating the girls, teaching them to adjust reason- ably happily to society? Since any previous records does not enter into any present conviction in the courts, there are no available statistics on how many women now in reformatories or penitentiaries. were once at the Ontario Training School for Girls. There is no positive proof that the School is doing the job for which it is designed. But Mr. Wilson claims that at least 50 per cent of the students rehabilitate successfully.
