McCaffrey, the president, they began to func- tion strongly With the different committees appointed, the presi dent was quite active in organ izing a petition to the provincial government in favor of the com pulsory qualification certificate for barbers of Oshawa. The gov- ernment was approached in Jan- vary, 1937 In September, 1942, Charles Johnson was elected to the top chair, and with his officers was instrumental in selling the idea of better hours for the barbers The petition was signed in Feb- ruary. 1943. It was then present- ed to city council, which passed the bylaw governing the hours of work and changing them from 1 o'clock on Wednesdays to 12 o'clock, and from 10 p.m. on Sat urdays to 8 p.m. making better working conditions for all In 1944, Bill Peters was elect- ed president by the barbers. In this year and through his efforts the local group asked for an Osh awa Zone to be established, and this was granted by the Ontario Government. Then in 1946 an ap plication was made to join the Ontario Barbers Association This also was approved and the name was once again changed (o the Ontario Barbers Association (Local Branch).
