G. Blake and C. W. Yates. They suggested the private bill, The dispute arose when the town assessed the 22 property owners in the new subdivision with local improvement charges. The owners complained that they had been told by the builder, Arnprior Developments Company | Limited, that the local improve-| ments were covered in the cost of their houses. The town bylaw was quashed by the Supreme Court and later a private bill trying to reinstate it was tossed out by the legisla- ture. | SETTLE ISSUE The investigators settled the $21,000 issue by advising that the town issue 10-year debentures for, $15,240 to be paid for by the town general tax rate; that the prop- erty owners pay $4.831 for their general improvements, and that the town place on the 1961 tax Sweet Smell | Has Success | * VANCOUVER (CP)--Ray Ar- matt's plastics factory has the gweet smell of success--literally The sweet smell is compounded of polyester resin, acetone and butterflies, flowers and leaves and all the colors of nature's trum The butterflies, flowers and leaves, pressed dry, are im-| rted from Japan and Formosa They become part of plastic sheets that are finding a grow- ing market in western Canada as decor panels and room di ers. Free Driver Of Charge BOWMANVILLE (Staff) Because the evidence "was sufiicient to re against the acc 1," Magistrate Baxter Tuesday dismissed charge of careless driving against Frederick Henry, 45, of Downsview. The charge was laid following | a collision July 4 between a car! driven by Henry and George Madill of Windsor. Henry told the court he was driving south on Highway 115 when his car swerved to the east lane of the high . He managed to right his car but moments later, when he was about 300 feet from Madill's approaching car, Henry again felt his car pull to the eastern lane. This time he was unable to regain control of his car and collided with Madill's northbound car Henry was not sure what made his car lurch to the opposite lane but thought it might have been either a blowout or a fault in his steering mechanism Madill agreed that Henry's car "wobbled" over the white line and then returned to its own lane before breaking over the line a second time When asked if he might have dozed, Henry denied having done so, saying he had been talking to his father sitting beside him in the front seat just previous to the accident.
