Fulton Says Courts Must Back Rights Bill OTTAWA (CP)--Justice Min- ister Fulton said Friday that it is up to the courts to back up the principles set out in Can- ada's Bill of Rights. Members of Parliament should not feel that they have been taken by surprise when they find this is the case, Mr. Fulton said. Mr Fulton said it was care- fully explained last session when the bill was before the House that "the courts are the integral and essential part of the protection of rights."
