Cummings, Ontario dep- uty minister of municipal af- fairs, gave the Ontario division o. the Community Planning As- sociation of Canada some sta- tistics to. support his contention ~|that only about a quarter of the provinee's planning boards are carrying out effective pro- | grams. Earlier Prof. J. B. Milner of the faculty of law, University ;of Toronto, told the. planners: "T know of no planning board in |Ontario that could be said to |be doing a proper job of hold- jing (public) meetings and pub lishing information. The Planning Act, Prof. Mil- ner said, stipulates that the boards should win the co -op- jeration of residents in their area by holding public meetings jand disseminating information. Mr. Cumming enlarged on Prof. Milner's assertion that one of the chief problems of planning boards is getting qual- lified staff. There are 350 planning areas in Ontario, Mr. Cumming said. 'Planning boards were non-exis- tent or inactive in 70 of these and the department of munici- pal affairs had no record of ac- jtivity of a further 80.
