His magnificent record on the municipal and federal political level should speak for itself, But there are many newcomers in the riding who perhaps do not know about the progressive achievements Mr. Starr has brought about. For instance, did you know that Mr. Starr has represented Ont- ario Riding in the House of Commons since 1952 and has been Canada's Labour Minister for the last five years. --That he was elected to Oshawa city council in 1944 and was appointed vice-chairman of the board of works and in 1945 was re-elected and appointed chairman of that same committee, which post he held for four years. --Then in 1949 Mr. Starr became Mayor of Oshawa and served in this capacity for four years. --While a member of city council he was instrumental in building the city board of works yard and securing equipment to service the community; --And while mayor, built the new city hall, police station and central fire hall. --Also while mayor modern street lighting was realized and the annexation of 10,000 acres of East Whitby township was negotiated for and completed, and construction of the sewage disposal plant commenced. He was also instrumental in bringing the wages of civic employees to the level of industrial wages in the area, This period in Oshawa's history is often referred to as "the Mike Starr era of progress'. In 1952 he contested a seat in the House of Commons in a by-election and was elected. He has been a Member of Parliament since then. While a member of the opposition party he sat on such stand- ing committees as the industrial relations and external affairs. "My main concern in those days," says Mr. Starr, "was the plight of the municipalities and the elimination of the excise tax on automobiles." In 1957 he was again re-elected and when John Diefenbaker assumed the responsibility of Canada's Prime Minister he was appointed Minister of Labour. While Labour Minister Mr. Starr was successful in having the government eliminate the excise tax on automobiles; he introduced the municipal winter works program; brought in the technical training assistance act; vacations with pay act; and amended the unemployment insurance act to provide greater benefits for longer periods.
