(CP)--About 20 persons a day call at a trim, pink and white bungalow here on a quiet residential street. They are seeking trectment under Saskatchewan's Medical Care Insurance Act. The building houses a non- profit, co-operative clinic, one of five set up in the province since July 1. The clinics are an outgrowth of the now-settled Saskatchewan medical care dispute and their expansion is giving many doc- tors something new to worry about. All operate directly under the act and make no charge for medical treatment. Doctors in the clinics are reimbursed by the government. The clinics are linked in a loose provincial organization which is busily co-ordinating efforts to set up more. Organi- zers say the clinics arose in a grass-roots reaction to the Sas- katchewan doctors' boycott of medical care plan, Most private practitioners closed their doors with the im- plementation of the act July 1. On the one side, citizens sup- porting the doctors' stand ral- lied around Keep Our Doctors). Committees which organized protest rallies and demonstra- tions. Others in favor of the com- pulsory plan began holding meetings of their own. Crowds wanted clinics. By the time the boycott ended last Monday with a doctors- government agreement, the co- operatives were firmly en- trenched. Clarence Lyons, a Saskatoon union official and first head of (the provincial association, said four full-time organizers are now on the road helping citi- zens' groups set up clinics. At least a dozen communities have organizations set up to start clinics, he said, in addi- tion to the five that already have them. HELPS START CLINIC Mr. Lyons helped set up the Community Health Services Cli- nic in Saskatoon, Others are go- ing at Prince Albert, Wey- burn and Regina in addition to Save At Western Service Centre Repairs to All Makes LICENCED MECHANICS 145 King West -- 728-1607 "FIVE BAYS TO SERVE YOU' 32--Articles for Sale HIGHEST PRICES paid fer good usd Pretty's F jore, now _igeated 444 Simcoe South only. 723-3! Under the agreement that ended the boycott, doctors are allowed to practise outside the act and nearly all the 600 pri- vate practitioners in the prov- ince are expected to do so. They say the act is a threat to their freedom and they now look upon the clinics as an- other threat since they operate REFRIGERATORS, Phillips, 10.5 cu. ft, P. SPLIT APPARENT Nowhere is the split more?! symbolically apparent than in} Biggar, a town of 3,000 near « Saskatoon and lying in the con-; reg represented by Pre-+ mier Woodrow Lloyd in the me slature. Five blocks from the coe erative clinic operated by the? Biggar and District Citizens; Medical Health Association is a' private clinic operated by Dr.: A, H. Hooge. Dr. Hooge closed ' his four-doctor clinic during the! boycott and reopened it after it, was over. But farmer Roy Atkinson, a: director of the co-operative 'elle' nic, says there is no real ani-. mosity. Dr. Hooge and his do¢-' tors were invited to join the cll-; nic. but declined, he said. : Mr, Atkinson said the Biggar: co-operative clinic was a suc-' cess from the start July 4 when; a group of citizens organized a: public meeting. The organization snowballed: and $40,000 worth of loan capi-' tal was raised in three days. through donations. Several $500: donations were made, but most, were for the $10 minimum; INCORPORATE CLINIC Following the pattern of other' co-operative clinics, it is now' being incorporated under the' Mutual Medical and Hospital: Benefit Associations Act. Two doctors imported from: Britain on temporary contracts' have been supplied by the Med-, ical Care Insurance Commis~" sion which has actively sup- ported the establishment of CO- operative clinics. The house was rented for $125 a month. But the association is looking around for a site to build a permanent clinic, "I have never seen anything like it," said Mr. Atkinson, @ veteran of producer co-operae tive movements, "I think these clinics are going to mushroom all over the province." volvers and pistols; reg 'old cartridges. .| Telephone 725-8183, Oshawa. Africa : UNITED NATIONS (Reuters) Two United Nations diplomats who toured South-West Africa last May have issued a scathi indictment of South Africa policy there- They suggseted that the UN might itself move to take con- trol of the mandated territory; They recommended that thé General Assembly consider the feasibility of revoking the man dete, if necessary imposing sanctions to enforce its decision: The envoys, Victorio Carpio of The Philippines and Dr. Sak vador Martinez de Alva of Mexico, denounced the "rigor. our application" of apartheid in the terri « tory. Sowa African policy was "utter contradiction of the a ciples and purposes of the man- date, the Charter of the United Nations, the Universal Declara- tion of Human Rights and the enlightened conscience of man- kind," they asserted. MANDATED BY LEAGUE They made their report to the special committee for South. West Africa, of which Carpio is cheirman and Dr. Martinez de Alva is vice-chairman. Sout- West Africa is administered by South Africa under a mandate from the old League of Nations. The report contained findings that appeared to be at loast in partial conflict with those at- tnibuted to Carpio and Dr. Mar- tinez de Alva in a joint State- ment issued ir both their names with the South African govern- ment in Pretoria last May 25. That statement. said there was no evidence of a threat to world peace in conditions in South- West Africa, as the UN has alleged, and thet the natives were not being oppressed. Carpio has denied ere the statement.
