E. J. Benson (L--Kingston), a chartered accountant making his maiden address in the Commons, suggested the sena- tor, minister without portfolio, could thus assist Mr. Nowlan from knowledge gained by as- sociation with numerous com- nanies before his appointment. But Mr. Benson questioned whether Mr. Nowlan would have leased long as a treasurer of one of the McCutcheon com- panies if he had carried out there his action in the Com- mons of refusing the normal discussion of the current fiscal year. Mr. Benson referred to the fact that the normal six-day de- government is offering a gen- eral economic discussion based on the first of the carried-over budget resolutions. The government is continu- ing to cost Canadians $1,500,000 more a day in spending than it takes in, he said. SHOULD 'END FIASCO' If it had nothing to offer in the way of a program, it should "end this fiasco and go back to the people."- Mr. Benson said the royal commission on Canada's tax structure is welcome but pend- ing the commission findings, some government steps could be taken to correct the Income Tax Act. Income Tax Revisions Suggested In House at the highest levels would en- courage honesty and cause a re- duction of only one per cent in government revenue. The effectiveness of the tax structure as an economic tool, to deal with recessions among other conditions, also could be improved. poegiregengreecg sy age BAN STREET-WALKERS decreeing that young LISBON (AP) -- The Portu-|tutes will be sent to educatiog guese government has outlawed/|cenires and older ones will prostitution from Jan. 1, 1963,|found other employment. -- BAILEY FOODS LID. They believe that the ten- dency among the four politica! parties in Parliament, where no one group commands a major- ity, will be to move closer to- gether in the face of this threat. This means that political lead- ers will take second thoughts about possible courses of action in Parliament that might lead to another election at a time of international crisis. ACTS AS BRAKE In effect, the Cuban crisis and the possibilities of. a serious crisis over Berlin will act as a further brake on the three oppo- sition groups--Liberals, Social} Credit and New Democrats.
