WHITBY And DISTRICT WITHDREW TUESDAY County Committee To Study EMO Further , Ontario County remains with- out an Emergency Measures Organization at the end of the fiscal year (March 31, 1963* and its assessment committee's recommendation to establish an Ontario County EMO was referred back to the committee Wednesday for further study. County Council voted Tuesday to dissolve its joint agreement with Oshawa and withdraw from the joint EMO at the end of the fiscal year. Reeve Heber Down, of Whit- by Township, told council Wed- nesday that he '"'was amazed to think that Ontario County would not co-operate with Oshawa and remain in the joint Emer- gency Measures Organization. "I'm a firm believer in being in each county -- that Oshawa is in Ontario County -- and if county council pulls out of EMO '-- Oshawa will be "'left hoid- ing the bag." continued, put $240,000 into Osh- awa General Hospital's building fund. In the event of an emet- gency, Oshawa General Hospi- tal is where Ontario County residents would have to go. we as a county council cannot co-operate with Oshawa and that we would withdraw from the joint EMO, leaving the peo- ple who have been good to us holding the bag. Pulling out of the joint organization is a step in the wrong. direction," added. and said he "'really felt badly to think that Ontario County Council would push Oshawa off while 'We climb on the band wagon." "As far as I. know," Mr. Down said, "if the county with- draws its support of the~ joint EMO Oshawa will lose its EMO grants because only one EMO) is permitted in each county." Whitby's deputy reeve George Brooks, told the councillors that the result of Tuesday's , vote said the county had no EMO at the end of March next year. "This is wrong," he said. "There is a lot of merit to the committee's recommenda- tion that an Ontario County EMO be formed and I urge you to vote in favor of that formation. County Council, Mr. Down "I'm. amazed to think that he my brother's keeper and feel that as a county council we should do everything we can to help people in the county and in Oshawa," he said. Mr. Down said he understood that only one Emergency Meas- ures Organization is permitted awa push it around. Mr. Down said he was not blaming the county EMO com- mittee for it not getting along),n EMO right now, only a few with Oshawa's EMO committee|weeks ago, we were 'snip ; -- if it was going to let Osh-preath away from needing it'," The joint EMO was formed) in 1959, Mr. Down pointed out "Although we may not need lhe said. | After hearing Mr. Down jspeak, Mr.. Scott Township deputy reeve, Chesley Oldham, wanted to know what it would cost the county to have its own EMO. Reeve Everett Quantrill,. of Whitby, said that 9 per cent TUESDAY'S GAME A NATURAL: HERE ! Perhaps now there should be some concern about Whitby Dunlops' inability to win their first hockey game with Osh- awa Generals snapping their winless skein with a brilliant 2-0 triumph over Brampton Seven-Ups in Maple Leaf Gar- dens Tuesday night. Whitby on the same night extended their streak to eight games without a single victory as Marlboros dealt out a 6-0 trouncing -- right in Whitby. I don't intend to appear facetious just because Oshawa won a game. With the rough proceedings these youngsters are going through, playing against proven Junior "A" hockey clubs, it is possible that Oshawa might not win too many ensuing contests. But this is exactly what was expected from the Oshawa club in its formative year. Next year, if they went eight games without a win, there would be room for worry and criticism, which they would obviously receive. The same holds true for this year's edition of Whitby Dunlops. They presently are a second-year team, with several members of their roster having experienced the first year's rigors of Junior "A" competition. But still they trudge along -- and at present are in the feague's basement as a result of Oshawa's victory over Brampton -- still looking for the initial win of the season. When are they going to start? Whitby now rest until next Tuesday when they perform against the youthful Generals at the Whitby Community arena. This game will undoubtedly rate a packed house be- cause many Oshawa people have been anxious to see what marketable club will perform for them when the new Audi- torium is constructed next year. Taking into consideration their present ages, 16.4, plus this year's experience, they should have cause to look for- ward to next season with great enthusiasm. Next Tuesday's encounter is the undisputed major attraction in Whitby to date in the young Metro Junior "A" schedule. It is a natural, with both clubs waiting to get at each other. The rivalry was there right from the announcement that Oshawa would present a Junior '"A". club. The outcome is questionable, so take your pick! Prior to Tuesday's battle, Oshawa is faced with a gruelling task -- meeting Toronto Marlboros tomorrow night at 7.30 p.m. Obviously with the 2-0 victory, Generals accumulated some confidence, so Marlboros can expect a more difficult chore. In the 2-0 verdict Generals' coach Doug Williams used only three defencemen: Paul Domm, Ken Bradley, and Vern Batte. They produced a tremendous effort in front of goaltender Jim Couch,.who came forth with his top effort in recording the shutout. Missing from the defensive align- ment was rookie sensation, Bobby Orr, who only partici- pates in weekend games. His presence will be an asset against the undefeated league-leaders on Friday. Considerable credit in Oshawa's first victory goes to the untiring efforts by Generals' forward units. They checked and skated incessantly. It had to be a tremendous team effort to keep. the Metro Junior "'A" League's two top goalscorers, Bob Abbott and Jim Jago off the scoresheet. TOWN AND COUNTY . .. The one chap who made the outlandish statement that Oshawa Generals would lose every game 10-0; Gord "Joke" Campbell, Toronto Star writer, was the one chap who couldn't be found anywhere in the vicinity of Oshawa's dressing room where great jubilation was pre- valent. If he had been around, perhaps the players, who resented his comments, would have tossed him to the wolves. . . . Intermediate "B'" hockey takes place tonight when Bowmanville entertains Trenton RCAF Flyers at 8.15 p.m. Bowmanville started the 1962-63 season in fine style defeating Picton 64 on Tuesday night. Picton has some members of last year's Belleville Intermediate '"'A" club. of the EMO costs are paid by the government and under the joint committee the county paid five per cent of the cost and Oshawa paid the other five per: cent. The withdrawal will dou- ble the county cost, Mr. Quan- trill said. Mrs, Jean McPherson, Pick- ering Township deputy reeve, wanted to know what Ontario County had for the years it, the joint EMO, has been in operation and for the amount of money the county has spent during those years. .. "What advantage would it have been to us if anything had happened a few weeks ago -- none at all,"-she said. "If some people had been around that culvert at Oshawa Airport had anything happen- ed they could have jumped in, but what about the others," she said. Mrs. McPherson was refer- ring to a 40-foot long, eight-foot deep culvert that Mrs. Myrtle Lovelock, Whitby Township dep- uty reeve, charged on the day before Col. F. S. Wotton, EMO co-ordinator, had requested be installed at the airport -- and his request was granted be- cause county EMO committee members were out voted by Oshawa EMO committee mem- bers. Mara Township deputy reeve, Irvie Orr, wanted to know "does council have to bring this up now. 'Why not leave the thing as it is. Why fight about it for a couple of hours now when we have already set the EMO policy for a year. We fought about it for a couple of jdays earlier in the year,". Mr. Orr said. He was told that if the coun- ty wished to withdraw from the joint organization it must give Oshawa 60 days' notice. | Mr. Quantrill pointed out the jcouncil, by a "resounding re- Ontario County Council voted' Wednesday to option a 15-acre land parcel in northeast Whitby on which to bifild a new Ontario County Court House and Admin- istration Building, to replace the overcrowded, 108-year-old Ontario County Court House. Cost of the proposed new building will be in the neighbor- hood of $1,000,000. When the new building is com- pleted, the present Court House will. be put up for sale by public tender the land and building to be, sold to the highest bidder. Council's county . property committee recommended that five of the 15 acres optioned at $2,500 an acre be for the Ad- ministration of Justice building and the remaining 10. acres, which will be paid for entirely by the county, be for county purposes. Oshawa will be required to share in the cost of the five acres for the Court House and in' construction costs of the Court House.
